The child support agency has a primary function of supporting the welfare of children in the United States. The support agency governs the contribution towards child welfare in the event parents and guardians heed to the obligation of contributing to the program. The functionality of the child support service depends on the efficiency of the workforce employed. Several laws and ethical standards govern the hiring process of the agency. The laws governing the hiring process vary significantly from state to state. The personnel management has been affected in the past by court rulings that seem to regulate the hiring process. An example of a court ruling that affected the child support agency is the 2011 Turner versus Rogers’s case. Also, the Federal employment and labor laws impact the personnel management by child support agency significantly. Two of the laws passed during Obama’s presidential term are the Differed Action for Child Arrivals (DACA) and the Deferred Action for Parents of Americans (DAPA). The agency also comes in to address the issue of LGBTQ children. LGBTQ children or children growing up under the adoption of LGBTQ couples require special support due to the treatment given by the society. The agency undertakes training of new and existing employees in a bid to aspire proper functionality.

Laws Affecting the Agency

The hiring process of the office of child support and enforcement agency is governed by a set of HR goals which have to be achieved in the long run. The recruitment process is however affected by several court rulings and laws. The Differed Action for Child Arrivals aimed at providing social numbers for all children for access to education and other benefits provided by the United States government to the children. DACA affects the hiring process in that there is a continuous supply of labor from the children who are beneficiaries of the child support agency. The eligibility of hiring depends on the individual’s level of education and possession of skills. The differed Action on Child Arrivals was an attempt by the government to reduce the difficulties that face children facing unauthorized citizens who arrive as minors or victims of deportation. The other law passed was the DAPA that aimed at giving employment accessibility to parents of American children.

According to (Yoshikawa, 2017), the two initiatives aimed at providing short-term reprieves from deportation, access to social security numbers, and work permits for a portion of the unauthorized population with an emphasis on those who arrived as minors or are parents of U.S. citizen children. It is worth noting that two laws affected the child support agency in that labor became readily available and also a lower number of children required special attention from the agency.

Personnel Recruitment and Hiring Practices

The LGBTQ issue is not new in the United States. The issue affects children in several ways and as thus got the attention of the Child Support Agency. For example, children could have same-sex orientation due to societal influence or could be victims of adoption by LGBTQ couples. The fact that the issue has taken roots in the society, the Child Support Agency does not have an option other than incorporating the same in the workforce management department. For example, the workforce should be fully inclusive in such that disputes involving different population groups can be reasonably handled. Cases involving LGBTQ, for example, require individuals who respect the rights of LGBTQs to handle them. According to (Mishel, 2016), the US hiring bodies show significant discrimination against LGBTQ members. The sexual orientation of a job seeker faces a negative impression of most employers making most job seekers to shun form freely declaring their orientation. The Child Support Agency, however, is a different type of organization. It is clear to the agency that the LGBTQ children currently benefiting from the agency’s programme will at one time require employment. Also, the children have issues which only be addressed by LGBTQs, and thus the agency has to consider inclusivity in the hiring process. The Child Support agency is compelled by the responsibility of giving an equal treatment of children to maintain equality in hiring.

Ethics and Diversity Training

The agency’s workforce comprises of a variety of employees ranging from customer service to management. The management in the agency covers two levels; the state and federal levels. The employees are subjected to a series of training sessions on proper communication skills and customer handling. The importance of the training programs is that the agency has to paint a good picture and it can only do that through the employees. The training program has a strength that employees can see the success of the programme in the past. According to (Dutta-Gupta, 2018), employee training has a positive impact on poverty reduction. Since the main aim of the agency is to save the children from poverty due to unemployment and lack of skills, the employees are trained on effective ways of reaching out to children and sensitizing them on the activities of the agency. However, the training programme is weak in that; the agency is only interested in creating employees fit for its purpose. The programme trains the employees to ignore the ethics of the larger society on some issues like the LGBTQ issue. Employee training is also a costly process (Al Shobaki, 2018). The training program comes with the need for extra compensation for the employees, and long term cost efficiency is not significant.

Recommendations for Recruiting and Training a Diversified Workforce

The costs that come with the introduction of the training programme should be checked appropriately to avoid interrupting the functionality of the agency. Also, the recruiting process should take caution so as not to encourage the growth of extremism by claiming to uphold equality. Diversification in the workforce should take into consideration even the minority groups that could be ignored due to their numbers. The agency should also be interested in producing all-rounded employees who are not only fit for the agency but also any other duties that might be assigned to them in the future.

The Child Support Agency is affected by laws passed as well as court rulings. However, the agency has put significant efforts to ensure the success of its functionality. The passing of DACA and DAPA was a boost to the agency’s hiring process. Also, the agency respects equality in the hiring process and respects the rights of the LGBTQ. The training programme by the agency is a sure way of improving the functionality and efficiency of the agency’s responsibilities.
