Based on the Stages model, the policymakers can utilize these stages to ensure that the system achieves the expected results. The first stage is the agenda-setting in which the issues and the system are discussed, and it becomes the subject of discussion. In this case, the stakeholders address the problem and the system of art and cultural education (Ncchpp, 2013). The other stage that is involved in this stage is policy formulation. In this stage, the policymakers examine the various options of policies to determine the one that will meet the expected objectives. After this stage, there is the adoption of the decision making stage that allows the policymakers to decide on the policy that will help in the achievement of the expected goals. The approach that is selected is the one that will help solve the problem in the art and cultural field. The model also involves three phases that flow from the determination of the issue, the agenda phase, the decision phase and the implementation phase (Knaggård, 2015). The expected outcomes from the policy are that more artistic events can be held where people come together, and growth is enhanced for better results. Also, there are expected outcomes of improved economic growth due to the unity of societies from various parts of the world. The policy of cultural education has implications on organizations, art insiders and artists. The implications to the organizations are that there are skilled individuals in the companies that contribute to the growth of the art companies (Zhang, 2019). Through cultural education, the artists are able to accept and help each other in their artwork and hence promoting the personal growth of these individuals.
