A government is a system that is mandated to govern a group of organized people. In the United States, it consists of three arms, which are the judiciary, executive, and legislature. Moreover, the separation of these various arms of government is separated with different responsibilities in an attempt to distribute power and avoid tyranny or emergence of dictatorship and authoritarian government. The U.S constitution is the supreme law that leads everything that is done by the three arms of government, where it is designed to separate powers to maintain democracy in the country. However, these separations of powers have made it challenging to pass critical laws that are influenced by the congress, the federal budget, interest groups, and public opinions.

In Washington, the separation of powers that is provided in the constitution has made it hard for the legislature to enact new laws due to the constitutional requirements. The separation of power allows the congress to enact new laws without interferences by the executive and recently there has been a low rating when it comes to the amount to the number of bills being passed in the congress. Public opinion is one of the factors that impact how laws are passed in Washington because the citizens assume that legislators want reelection, and thus how they view a particular policy will influence their reelection. According to Arnold, “The third assumption is that citizens are capable of evaluating incumbent legislators by focusing on their policy positions and their actions in office” (409). This shows that the independent of the congress from interference from the executive or the judiciary gives the legislators a choice to choose the laws which favor them in public eyes.

Moreover, passing laws is influenced by other interest groups who are affected by the laws directly. The lobbying groups have influenced the laws that enact and those that never even pass through the committees. The lobby groups might be more prominently business-oriented, where they input support to political parties or candidates they believe they hold the same values or interest similar to that particular lobby group. Beckmann claims, “So Google spent $1 m on campaign contributions in 2017-2018” (20). This shows the reason why the government finds it hard to get things done because the congress members have personal interests attributed to the support they had during campaigns. The lobby groups fund the campaigns not only moneywise but by offering consultations with an aim in getting in the government or the congress members passing favorable laws to their businesses. The federal budget is another factor that affects the number of enacted bills into statutes, which makes it hard for the government to implement and administer any public policy required by the citizens. The federal budget influences the reasons why the passing of laws in Washington is difficult because agreeing on a budget resolution has proven it difficult among the legislative members of the congress. The bipartisan plays a significant factor in how a bill is enacted to law because the current government has been focused on Non-Discretionary Spending. Beckmann says, “We spend more on the military than the next 8 countries combined – and we have for generations!” (31). According to the author, the federal budget allocation in the United States has been influenced by the local and global crisis, which makes it hard to pass other critical social laws that are essential in the society. In Washington, it will likely continue to be difficult to pass any new law because of the increasing partisan affiliations and a significant number of lobbyists getting into congress.
