Division of labor involves simplifying the available work by splitting it into smaller categories then distributing it to different departments according to their specializations. Bulky work is efficiently done when divided among people and then re-connecting it during the output process. This makes the task a bit easier and faster as people work independently in different stations but with a common goal. The work is made efficient as different stations participate individually and take their time to come up with better production of the part of the activity (Mupepi & Boachie, 2017). This ensures faster production and professional work as the participants are well specialized in the activity. Specialization involves concentrating on a particular subject of work which one does best in. It is often applied in most organizations for efficiency and high quality output (LaPrade & Hewett, 2016). It is also evident in sports departments. For instance, different departments in sports take part in the parts which they are best in. The department in charge of Athletics mainly concentrates on athletics only while the Football club major on it alone as well. This helps to improve the skills they have in a particular sport but all working to achieve a common goal in the sports sector.
The specialization is meant to enable the different departments of Sports to divide their work in training and playing as a way of enhancing the division of labor. When the departments major on the parts they have a profession or talented in, they simplify their duties and distribute them (LaPrade & Hewett, 2016). The final activities are then collected in a common pool of the sports department, which serves as the general commission.

An open system is used to refer to an institution that can be affected by external measures that determine its operations. The institutions cannot control the external conditions; they include environmental standards such as demographic, economic, and ecological or even technological measures (Dutt, Hawn, & Mitchell, 2016). The City Recreation Department operates as an open system which is mainly controlled by external conditions. This is because it only serves as per the demands of its customers by which it cannot succeed in case it doesn’t meet their needs. The main environmental facts that influence the department’s goals to achieve are demographic, economic, and political.
The demographic environment controls the number of people engaging in recreational activities. The department grows if the number of people is increasing and vice-versa. For the goals to be achieved, the department has to meet the specifications of the demography to ensure that the needs are fulfilled to retain and attract new customers (Chaudhary, 2017). The business has no control over the decision of the customers; hence can only influence them through discounts and high quality services. The economic stats of the city also affects the department to achieve its goals. When the economic status is favorable, people will have enough funds to enjoy themselves in recreational activities. The department cannot control the situation as an individual and nation as a whole have to improve the standards of living, which will enable the achievement of a stable economy.
The political environment is mainly controlled by government involvement in business operations. It can either be positive or negative, depending on the circumstances. It can be through taxation or offering subsidies and improvement of infrastructure (Panagopoulos, Duque, & Dan, 2016). The city recreation department would chive its goals if the government reduces taxation and offers some subsidies to promote production processes. The government can also improve the infrastructure to help in locating the recreation services in an appropriate position to attract more customers. The external form can only control this.
