For this paper you will identify a current health policy issue to explore. You can choose a policy topic that you are already interested in, or you can search health news websites (e.g. Kaiser Health News, Health Affairs Blog, or Commonwealth Fund). Your paper should include five primary pieces: * Problem statement * A background summary of the issue. This background summary should include the historical, social, political, and economic context of the issue. * What is the landscape of the problem? At what level of policy will you address the problem (i.e. is it a community or local, county, state, or national policy? or Is it specific to the organization where you work?)? * Who are the key stakeholders? * [unique_solution]What current policies are particularly relevant to your proposal. What is the current state of the issue you are addressing in terms of existing policies? Are there policies in place now that would change or be altered under your proposal? If so, what are they and why should they be changed? This section should be approximately 2 pages. * IMPORTANT: Nowhere in this part of the paper should you begin to discuss your policy proposal! The goal here is to lay out the background of the problem, what things currently look like, and set the stage for your proposals. If you find yourself even hinting at what you want to propose, take it out! * Finally, you will also need to draw on scientific evidence that you summarized in your annotated bibliography and from other relevant journals (such as American Journal of Public Health, Health Affairs, Journal of the American Medical Association, New England Journal of Medicine) or research publications from policy-oriented research organizations (such as RAND Corporation and Mathematica Policy Research). Your grade will be based on the topic selection, the problem statement, and your discussion of the background, landscape, and the evidence to back up your argument. This section should be about 5-6 pages.
