A stable democracy refers to the state whose citizens have the right to express their personal views concerning matters that affect their lives. Apart from upholding natural rights, stable democratic countries allow individuals to articulate their own opinions about other extended aspects that affect their lives and state at large. Based on Hansard Society, (2018), citizens of a stable democracy have a right to vote in the leaders of their choice, the right to worship their God as well as the right to own property. In a stable democratic state, all decisions and affairs concerning the state are made based on the opinions of the citizens, for instance, constitutional amendments.
The role of a strong legislature in a stable democratic state is to make laws. Laws are rules and guidelines that every citizen is required to abide by. Apart from law-making, Hurst J. (2017) maintains that budgetary oversight is another crucial role that is performed by the legislature in a strong democratic country. The legislature should foresee the budget made by the government to clarify that all measures in budgetary plans are well organized and can be implemented effectively. Therefore, legislature in this stable democratic state has powers to question the fiscal policies that are not clearly outlined before the implementation process. The essence of making laws and challenging financial outlines of the country by the legislature of a stable democratic state is to ensure lawful and orderly accountability of the state resources.
Monitoring and strengthening parliamentary acts is another critical role played by a strong legislature in a democratic state. This way, parliamentary systems in strong legislative nations are obliged to work under the close advisory guidelines of the legislature. The legislature controls and ensures that the plans made by the government are monitored properly. In relation to Favoreu, L. (2015), strong legislatures in stable democratic states are effective, therefore, governments of such states operates well. Since the parliamentary system is demand driven, most of its plans are carried away by the legislative body in a stable democratic government. Several agencies are normally attracted to governments that have stable democracies as well as strong legislatures.
Maintaining and protecting fragile environments is another role played by a strong legislature in a stable democratic state. For instance, a strong legislature ensures that management of conflicts within a democratically stable state is carried out in a sincere and transparent manner, without biasness as well as any other unlawful approach. The legislature uses its powers and mandates to manage conflicts within jurisdictions of its outline. The legislature in a particular country with stable democracy should be able to outline unlawful controversies so as to bring peace and harmony concerning matters to do with conflict, this is in accordance with provisions guided by Cumper P. (2019). Peacebuilding and crisis management being a legislative role is one of the key determinants concerning the level of democratic stability in a state. In line with Clarence J.A. (2018), the peace making techniques are always formulated by the legislature as the arm of the government, to avoid public disorders that would arise within the state.
Legislation strives to eliminate some other extended matters, like checking on the welfare of citizens, for instance, level of poverty in a particular state. The legislative organ achieves this by targeting the ethnical communities in the society. This would ensure that there is balance in the distribution of resources in the country. Cappelletti M. (2016) views a legislature as an organ which ensures that the poor can also access resources and services of the country just as the rich, hence this eliminates the gap between the two demographic income economies in the state. Plans of the legislature in a country always focusses on measures that should be taken to make sure that the life of the common citizen is not manipulated. This way, the country is able to eliminate level of poverty as well as up keeping a good rapport among citizens of different demographic income in the state. This is only possible in a stable democratic country with strong legislative authority.
The UK and US have stable democratic standards with strong legislative organs. Based on Calabresi G. (2015), The UK and the US legislatures are powerful, and their sources of strength and stability can be seen based on the stable and firm index of their governments. Due to their excellent strength and stability, these two legislatures have a say in the control of global agencies. This is as a result of their exemplary and stable articulation of matters do with the interior of their states. For this reason, the two states have become the super powers of the globe, since they have the strongest legislatures as well as stable democracies. According to Braunthal G. (2017), the plans and operations carried out by UK and US directly affect the rest nations of the globe because the two states are role models of the rest states around the globe, and once they make a single mistake, the whole globe suffers the repercussions.
