Assessment Information: Report and Case Study Analysis (weight 100 %) TITLE: Case Study: [The Case studies and all the costings and grids for your calculations are on Moodle under Essentials] Produce a report that analyses financial practices and principles, and how budgets and costs are managed ;and from the given case studies demonstrates an understanding of how costs are calculated ,and sets out a cost benefit analysis of case study options. This is a REPORT so include a contents page at the beginning followed by – 1: an Introduction 2: an Analysis and Evaluation of financial practices and principles underpinning the purchasing and provision of services in health and social care in the UK /Wales; including Best Value and the 3 E s [40% for section 2 ] As long as you include best Value and the three Es you can choose any relevant area of health and social care to comment on [eg the NHS, Social Care] or you could comment on the topics we covered in the first three lectures [Where does the money come from and how is it allocated etc] 3. Demonstrate a critical understanding of how costs are calculated using tables and figures [Put the actual tables and figures in the grids provided in appendices at the end –they do not count towards the 2,500 words] However in addition to the calculations you need to demonstrate a critical understanding of what these costs mean for both local authorities and service users, that should be in this part of the actual report .[unique_solution] [20% of the marks for this] 4: Demonstrate a critical understanding of how budgets and costs are managed in the current context of health and social care [20% of marks for this section ] We had lecture 4 on costs and budgets [direct and indirect costs etc] 5: Provide a structured evaluation of the case studies using cost benefit analysis [Put the actual Cost Benefit Analysis grids in appendices at the end –they do not count towards the word count.] However besides the grids you must provide an evaluation of the different options for the service users in this part of the report. [20% of marks for this section Case Studies and Unit costs for the assignment Mr Martin Jehu and Mrs Winifred Davies Unit Costs to be used for the two Case Studies and the seminar exercises . Home care £15.00 per hour Older person’s day centre £100.00 per day Younger person’s day centre £150.00 per day Standard residential rate £500.00 per week Residential & Nursing rate £550.00 per week Emergency calls to Social services cost £100.00 per call out Costs of additional support to enable either of these two people to remain at home [This is only relevant for Criteria 4 : Cost Benefit Analysis and remember they both get ALL of these additional supports] [*marks the “one off” costs] Wheelchair* £3,000 Home adaptations* £15,000 Environmental control system and telecare* £5,000 Lap top with software* £2,000 Staff set up time* £1,000 Annual Maintenance and up grading of equipment £1,000 NOTE VERY CAREFULLY It is estimated that with this additional support emergency call outs to social services would be reduced to 6 for Mr Jehu. His wife died ten years ago. He requires considerable assistance in his rented home in Bridgend [which he moved to after his wife’s death] and his mobility is poor. He transferred his previous home to his two adult children seven year’s ago . At present home care helpers assist him to get in and out of bed, dress him, toilet him, prepare meals and attend to other personal needs [14 hours a week]. It is estimated that there are also 16 emergency calls to social services each year , and he uses a community alarm when he is in difficulties .He also attends an Older Person’s Day Centre two days a week. He has a pedigree Labradoodle bitch “ Libby” and pays a neighbour £10 a week to walk her. He does not want Direct Payments as he doesn’t think he could cope with organising his own package of care even with assistance. It is anticipated that his support needs are going to grow considerably over the next 10 years. His three OPTIONS are: 1. to remain at home in the community without any additional support 2. to remain at home in the community with additional technological support involving some very expensive assistive technology [see costs] 3. to go into a residential home. He would need the residential and nursing rate. You will need to calculate the costs of each of these options using the BANDING SYSTEM [See BANDING GRID document] [This is relevant to Criteria 2 and 4 of your report ] You will need to work out how much , if anything, he will contribute to his own costs in each case [This is also relevant to Criteria 2 and 4 of your report ] and then do a Cost Benefit Analysis [See CBA Grid ] [This is relevant to Criteria 3 of your report ] to decide which option is best, bearing in mind issues of “Best Value”. [Criteria 1 of your report ] Financially Mr Jehu is in receipt of: 1. Attendance Allowance higher rate 2. Single person’s pension 3. Pension Credit 4. Housing Benefit [This is always disregarded] • He has savings in the bank of £5,000 Mr Winifred Davies Mrs Davies has a degenerative neurological condition and used to be a gym teacher at a girls private school. She is 50 years old now and severely overweight – with further physical disabilities following a stroke two years ago. She lives in a ground floor council flat in Canton, Cardiff . She has no partner or children and her own parents , who were also severely overweight, died in their early 50s following strokes . She has home care helpers [30 hours a week] to assist her to get in and out of bed, dress her, toilet her, prepare meals and attend to other personal needs. She attends a Younger Persons’ day centre one day a week. She does not want Direct Payments either as she feels she can’t cope with the stress. She has been assessed by the government as fit for work and receives ESA [Employment Support Allowance] Her three OPTIONS are: 1. to remain at home in the community without additional support 2. to remain at home in the community with additional technological support or 3. to go into residential care.[She would need the Standard residential rate but not nursing care.] You will need to calculate the costs of each of these using the BANDING SYSTEM [See BANDING document] [This is relevant to Criteria 2 and 4 of your report] You will need to work out how much , if anything, she will contribute to her own costs in each case [This is also relevant to Criteria 2 and 4 of your report ] and then do a Cost Benefit Analysis [See CBA document] [This is relevant to Criteria 3 of your report ] to decide which is best , bearing in mind issues of “Best Value”. [Criteria 1 of your report ] Financially Mrs Davies is in receipt of: 1. Personal Independence Payment [PIP] lower rate 2. Employment Support Allowance [ESA] 3. She has an income of £100 a week from investments 4. Housing Benefit [this is always disregarded] • She has savings in the bank of £40,000 which she inherited from her parents
