I attended the city of San Jose’s regular planning commission that was scheduled on Wednesday, March 11, 2020. The director of the planning, building, and code enforcement Rosalynn Hughey. The meeting was held in the city council hall at 6:30 pm. The meeting was also chaired by Shiloh Ballard in the company of six other officials. The meeting was commenced with an illustration of the various practice of presentation and explanation of the different activities to observe in the community. The meeting was expected to discuss the environmental issues at the Norman Y. Mineta San José International Airport, which involved the analysis of the findings on the impacts of the practices and the creation of the recommendations on improving the airport approach, which was educative to listen.
The meeting commenced by the analysis of the former issues discussed and the tabling of the findings as presented in the public hearing. The public hearing was based on the issues that were presented by the common citizens looking to address issues of building and planning. The zoning ordinance was the main issue presented in this segment. The impacts on the environment by 2020 were analyzed to determine the different ways in which the society would be safe from different aspects of pollution based on the zoning. The staff recommended the consistency with the envision of the climatic advancement in the city. Moreover, they proposed the revision of certain aspects of zoning codes.
The main agenda of the meeting was focused on the expansion and addressing the environmental impacts of the Norman Y. Mineta San José International Airport. The expansion project was based on creating new facilities to cater to the aviation needs and those of the customers. The airport master plans were presented to the commission, and the copies filed with the city council. The council proposed adopting the recommendations on the environmental impacts given by the commission to ensure the negative impacts are eliminated over time. The second recommendation was revising the provided master plan to make sure it was effective for the development of a better environment. The final recommendation was the approval of the carrier gates by adding two more. After the recommendation, the adjournment of the meeting was done.
The meeting was concluded by offering a schedule of the meetings and the commission hierarchy. The documentation offered was essential in planning for the next meetings and the expression of the different issues that the public desired to be improved in the meeting. The meeting was also characterized by a clear and precise description of the various procedures of presentation and tabling of issues with the commission. The code of conduct was also given to all the attendants to ensure the meeting went on without a hitch. As part of the introduction, the leader of the meeting made sure to illustrate all the major practices to observe and ensure the meeting was successful.
Overall, the meeting was short, precise, and fast. The main agendas and proposals were analyzed in about one and a half hours. The opinions of the members of the public in the hearing sessions were also timed and specifically addressed the issues that challenged their communities in one way or another. The commission seemed to be interested in the constant rectification and improvement of the economy, which is commendable. The meeting was carried through in a professional manner, thus educative and precise. The chair and director tool a back seat in discussing the issues, thus allowing the public agenda to enhance and listened to. Similarly, the recommendations were simple and well outlined in the agenda of the meeting. The meetings of the city council are scheduled and announced online. Therefore, I will make a point of going to more meetings, especially to understand the steps being put in place in the upgrade of the Norman Y. Mineta San José International Airport. The expectations of the public were also made clear, thus ensuring that the meeting ran smoothly.
