- Introduction
The Buckeye community is found in the desert Valley of Maricopa County. That is to the West of Phoenix, Arizona. The risk that is facing the community is tornados. Over the years, several tornados have been experienced. They pose a huge challenge to the members of the community. They are not only a threat to the property but also life. In that regard, it makes sense to consider implementing interventions that can cushion the community. The socioeconomic factors play a vital role in the problem (Kantamaneni, Alrashed & Philips, 2017). In response to that, several risk mitigation activities to use in the place have been identified. The activities include community enlightenment, providing better housing, developing community networks, and empowering. The activities are prioritized based on several factors. The factors that informed the selection of the activities comprise the community demographics. The specific issues of attention are age, race, and economic status, housing, and level of education.
In the community risk reduction (CRR) plan, the activities are implemented using the “five E’s.” It is a model developed by the National Fire Academy (NFA). It enlists five different categories of strategies to use in preventing risks from happening (CRR, 2020). However, where the preventive measures fail, they are used to mitigate the impact of a particular event. The “five E’s” for prevention and mitigation entails education, engineering, enforcement, economic incentives, and emergency response. In the plan, the strategies help prioritize the needs of the community (Kellett, Caravani & Pichon, 2014). In the implementation plan, the strategies are matched with the community demographics to determine which risk prevention and mitigation approaches are suitable to use. The members are faced with the risk of strong winds, debris, and hails and lightning. That is a threat both to property and life.
Purpose of the statement
The statement aims to emphasize the point that the community is faced with a significant threat. That said, the statement will be used as a wakeup call to all concerned parties to act. Various interventions are required to cushion the community against the threat posed by tornados.

At this level, the plan will present detailed background information about the risk. That is to give a clear picture of the risk. The information will also give an insight into the extent the members of the community will be impacted if they are hit with a tornado. The information will put more emphasis on the issue.

This section of the plan will provide detailed information about the community. The information will help the audience understand the community and their way of life. As shown in the Appendix, demographic information will comprise information about age, race, education, housing, and income.
Age breakdown
The demographics of age will show which age group is the majority, the potential, and specific needs.
Race composition
The information about race will show which race is dominant in the place. The information will help discover if there is an association between race and socioeconomic life of the members.
The education level of the community members
The information about education will show the extent to which the community members can make important decisions about their life. The information is essential in determining whether the community needs some enlightening programs.
Housing
The demographic information is essential in this plan. The kind of houses the members live in will determine how safe they will be when the tornados hit. The data will also reveal if the houses available are adequate.
Income levels
The information about income helps determine the potential of the members to prevent and mitigate the threats that derive from the tornados.
