Abstract

Modern-day operations are defined by a specific consideration on better systems that help identify critical processes that help establish a strong change development. The level of management across different situations is determined based on different approaches that identify better measures for a reliable system and implementation of better performance. Classical management systems have provided an understanding of how various government agencies operate. Various ancient theorists implemented different strategies regarding management to be adopted. Therefore, it is essential to help define a strong change process that can be defined in improving change development. The United States constitution and articles of confederations have been critical in determining the level of engagement and the limits that individuals have as well as the government in determining better change. Theorists such as Max Weber, Frederick Taylor, and John Gantt developed different classical theories that focused on promoting organizational performance. These theories have transformed over the years, which present a well-defined system for successful change. Some of the modern operations and staffing have implemented specific guidelines adopted from these theorists.

Modern-day staffing approaches have focused on the existing trends, which play a significant role in transforming the level of performance across different agencies. Early theories focused on explaining the interaction between government and citizens through a multidisciplinary context, including business (Söderlund & Sydow, 2019). The government agencies management approach has been influenced by these early theories of management. Early theories impact modern-day operations and staffing of government agencies both positively and negatively depending on the theory and the changes that have been implemented within an organizational context (Gond, Cabantous, Harding, & Learmonth, 2016). The current managerial environment is highly diverse, which means that there have been significant variations in the application of early theories. The significant theorists Max Weber, Henri Fayol, Frederick Taylor, and Mary Parker, provided a focus on different elements regarding the level of organization and interaction. Therefore critical evaluation of these theories and how they impact current operations and staffing of government agencies.

The major components that help shape the operations and staffing of government agencies are the constitution and the articles of confederations. Policies are critical in establishing a framework or roadmap through government, and its institutions can address the needs of the society. Every government and the jurisdictional institutions, established therein, always endeavor to ensure a socially sound community and flawless delivery of services (Chukwuemeka, & Onuoha, 2018).  The United States, as a nation, is founded on influential doctrines and values that were enshrined in law, which aimed at protecting the interests of citizens when dealing with the government.

The bill of rights and freedoms outlined in the constitution offer a crucial platform within which the government can successfully interact with its people (Lawson & Seidman, 2017).  Individual protection from any level of infringement based on fundamental laws presents a proper setting where the focus on management is essential. The bill of rights, as outlined in the constitution, protect individuals from any governmental misgivings. The modern level of organization and staffing have been developed based on the changes within the society and the need to maintain a sound government (Arteaga,  & Menéndez-Requejo, 2017). In modern-day settings, individuals have a strong understanding of their rights and freedom, which influence their decisions and interaction with the government.

Classical schools of management present a well-organized focus on institutional wellbeing through the provision of suggestions that define proper change. The classical management theory was developed during the industrial revolution period. Managers are expected to develop specific methods that would be used in improving the level of engagement within a given platform. The ideologies that are held by business leaders and development present a well-defined focus on the principles defined by early theorists (Lawson & Seidman, 2017).

Max Weber, in the 1800s, sought to present a different understanding of the level of organization management. He identified the need to ensure that the organization is developed based on a specific platform that helps promote certain managerial tenets. Weber believed that organizations have to maintain a certain level of formal structure based on impersonal level management (Kitana, 2016). Personality presents a well-defined system that helps in implementing a strong change process that helps provide a specific system that defines change system development. He promoted bureaucracy, which helps maintain a particular approach to a successful level of business development. The current government agencies have strictly followed these tenets, as explained by Max Weber in maintaining the impersonal level of management in government agencies. The development of hierarchies within government institutions has provided a strong basis under which it is easy to integrate different concepts that promote successful changes.  Division of labor and regulations offer a more significant consideration of the specific system, which helps maintain a highly successful level of change that defines the improved level of development (Swedberg, 2018).

Frederick Taylor is also known as the father of scientific management. Taylor formed a strong platform that helps in maintaining a stronger system that helps improve performance. Taylor sought to help improve the performance of steel plant workers while ensuring that the total time used to offload iron is increased when using the right movements (Kitana, 2016). The strategy that was adopted aimed at developing an improved system that provided a strong change platform and integration of better processes that define a strong change process.  The number of people working at the plant reduced from 500 to 140 while the productivity increased.  The concepts addressed by Taylor form the basis of the different cost-effective management strategies that have been developed across different settings. Therefore the principle has been integral in informing the level of staffing and information sharing. The operations that are developed within the current organizational context present a more diverse system for a high level of efficiency (Arteaga & Menéndez-Requejo, 2017).

On the other hand, Mary Parker believed that management involves getting things done through people in an organized manner. Leadership is essential in management, although it should be based on the ability to maintain a specific platform for successful management of organization operations. The work of a leader is to create more leaders through a more interactive process within an organizational context (Kitana, 2016).  These principles have been effectively integrated with the current government agencies, which majorly focus on empowering employees. She further stated that an organizational context must be conflict-free to improve performance. Mutual respect among all players within an organizational context plays a central role in defining positive management. Parker emphasizes that having successful management involves integration, power with, and group power (Gond et al., 2016).

Henry Fayol’s theory of management was developed based on the division of labor to achieve quality outcomes. The division of labor promotes a team concept that helps to attain accurate results. The division of labor allows for a higher level of specialization, which is needed to attain the underlying managerial goals (Chukwuemeka & Onuoha, 2018).  The government agencies have effectively integrated this theory considering that there is a major focus on the division of labor. Different individuals with different qualifications interact within the same agency to help produce better results. The current operational environment is diverse, which helps maintain a strict system that helps improve the level of performance (Chukwuemeka & Onuoha, 2018).

The application of these theories in government agencies focuses on different concepts that define the level of management as well as the underlying leadership. Each of the early theorists developed a proper understanding of management while emphasizing on distinct aspects of management. Theorists developed strong principles that have remained vital in modern society.
