The vision of the program is to ensure a future generation free of HIV. The mission to support the vision is to promote health and quality of life. That is, by preventing new infections, illnesses, and deaths that arise from HIV in the United States. The statements are well articulated in the opening message of the report by the directors. The directors’ message retaliates that Strategic Plan 2017–2020 is a blueprint of achieving its vision of making a future free of HIV. That way, to emphasize the need to focus on the work, the program was established (Van Der Hoek, Groeneveld & Kuipers, 2016). About that, the core values of the program and its functions have been linked. The functions of the program include devising and implementing all activities aimed at helping the federal government achieve its HIV prevention goals. Several values are directed towards achieving that. For example, the program embraces the ideas of collaboration, diversity, respect, and equity, among others. The values are a pool of attributes of a program with goodwill towards serving the targeted population.

Further, in the quest to develop the plan of what should be done, the directors have identified four specific goals. They show in broad terms what the program should achieve. The plan is definite about the objectives to accomplish in each activity. While that is a reasonable effort in linking the two, there is one point of concern. The strategies put in place are not specific to the set objectives. Each objective should have been aligned with the strategies to use. The same ought to have happened with the indicators of progress (Speziale, 2015). That is essential in making sure the strategies are not confused. Additionally, the plan’s explicit outcomes include increasing the number of patients having HIV and know their status, increasing the number of patients using PrEP, reduce disparities and stigma, among others. Some of the implied outcomes are preventing new infections, improving health outcomes, and continually improving efficiency in operations.
