Humanitarian organizations have maintained a somewhat ambiguous relationship with the secure to the sector. Key security sector actors, such as the armed forces and the police, are responsible for guaranteeing their security, safety and access to beneficiary people in the often volatile environment of transition situations. But at the same time, these actors may well be parties to the conflict, and responsible for violations of international humanitarian and human rights law, and so are prime targets of the persuasion, advocacy, monitoring activities of these organizations. Still, despite this state of affairs, the action of humanitarian organizations often makes a small contribution to the SSR agenda, either directly, by upholding standards in the penitentiary system for example, or indirectly, through its tension-reducing impact and wide-ranging role in the environment- and capacity-building. Overall, it is possible to evaluate the current involvement of humanitarian and development organizations in contributing to the SSR agenda in the context of transition peace building positively. However, despite the active role that these organizations may play, peace building is ultimately a political process that is beyond the control of outside parties. Humanitarian and development agencies should not be asked to act as a substitute for the necessary reconciliation process between the parties to the conflict.

Disasters, natural and man-made, occur frequency, severity and complexity. Currently, the world is facing an increasing number of severe humanitarian crises that have serious impacts at national, regional and international levels; humanitarian aid is even more relevant than ever to save lives, alleviate suffering and prepare grounds for longer term development. In addition to an effect of the natural disaster, the humanitarian community also witnesses spiraling needs of crisis-affected populations this is due to conflicts in some countries such as the Central African Republic and South Sudan and due to a combination of conflict and climate change in Somalia.   Humanitarian aid in the third world countries mostly takes part on life-saving assistance like food to the poor and fewer fortunes in the society such as refugees, shelter and healthcare as well as medical support to the rural poor in the developing countries. Humanitarian Aid also is participating in helping the third world countries by providing water to the society, thus ensuring that there is clean water for the healthy society. Such countries also benefit from humanitarian Aid by providing sanitation, protection and disaster preparedness. The Commission’s Department for Humanitarian Aid and Civil Protection assists around 120 million people every year focusing on the most vulnerable who are affected by disasters.  The UN including its Member States may be the leading donor of humanitarian aid worldwide.

NGOs are the primary deliverers of humanitarian assistance to crisis-affected populations in the third world countries, providing support where it is most needed, by humanitarian principles. The members of the most of the Humanitarian Aid have a wealth of professional, diverse and specialized expertise, and work in close partnership with affected communities  and local civil society organizations. NGOs are supported by citizens in their countries across the world and are often strongly backed by private financial contributions as well as funding from their governments.
