At significant election is a system whereby, the voters of the whole city, elect entire group of the city council. By district, voting is a system where, members of a particular district, which is geographically divided, elects their own member of the city council within their jurisdiction.

By district election seems to the best due to the following reasons; the council members elected in by district election are more familiar with the community-specific problems such as levels of crime, garbage collection, potholes, development level and even recreation level. There is increased voters participation since council members representing the district are more responsive to their districts. There is a better representation of members of a particular district mostly the members with geographical base and those with a certain color.

Counties are representatives of local governments which offer overall government services.

Their population concentration differentiates cities and town, but they all are a form of sub-county local government that deliver general governments services.

A strong mayor is elected straight to the office by the citizens while a weak mayor is elected from the existing city council. Reformers prefer strong mayor system since they can manipulate the citizen if they need any change in the city council. Moreover, they can as well use the mayor to reform since he has the veto power. Specialists still prefer the strong mayor system since one person can solve their problem without involving the entire county council members.
