Issues or Concepts from Assignment Readings
Issue I
The first issue that interested me was the concept of Civil rights. Civil rights refer to the rights given to people to be given treatment that has no unreasonable or unconstitutional differences. Civil rights deal with issues that deal with discrimination of a group of citizens based on racial or ethnic rights or any other form of discrimination. It involves discrimination against access to services, facilities, and opportunities. Civil rights answer the question of the unreasonable treatment of individuals. The court of law can, however, permit unequal treatment of citizens depending od the issue involved. For example, For instance, the court rules that it is reasonable and .therefore permissible for high-income people to pay more tax than low-income people. This is because this is directly linked to legitimate public needs for revenue.
Issue II
The second important issue for me was foreign policy decisions. I was able to understand the majoritarian component of foreign policy. This component involves foreign policy decisions and non-decisions considered to cause widely distributed benefits and cause widely distributed costs. An example of this component of foreign policy is the decision to go or not to go into war. The establishment of military alliances with other nations of the world, negotiation of nuclear weapon tests ban, treaties, and trade negotiations with the Republic of China. These may be good or bad policies, but the whole nation experiences its benefits and costs. The power of the foreign policy lies in direct people depending on the kind of strategy involved. The president controls majoritarian foreign policy, and much of it depends on hid beliefs and skills and those for his chief advisers. Public opinion does not generally guide decisions regarding this kind of foreign policy.

One major foreign policy issue in the United States is the geopolitical contest for technological, ideological, and military supremacy with China. The Global pandemic of COVID-19 has intensified this competition. How this situation will be handled will shape the 21st century economic and political status. The case has created a need for the two powers to revisit their economic paths. It may cause a better relationship between these two countries or worsen it.
III. Constitutional Reference
Civil rights were outlined in the first document of the US constitution article III, section 2. They include liberties such as habeas corpus and trial by jury in criminal cases. However, the essential powers of the government over an individual were limited in 1791 in the Bill of rights. The first amendment of the Constitution guarantees rights of conscience, such as freedom of religion, speech, press as well as the right to peaceful assembly and petition. The Bill of rights was added to the Constitution. The Constitution has guidelines on foreign affairs power. The Constitution gives the president authority to make treaties with the senate given the authority to advise and consent (Article 11, Section 2). The president is the commander in chief of the United States Army and the Navy (Article II, Section 2). Congress is given authority to raise and support armies and provide and maintain a navy (Article 1, Section 8, Clauses 12, and 13). Congress only is given the power to declare war and the authority to define offenses against the law of nations and to set punishments for them (Article I, Section 8, Clause 10).
