Child Abuse Prevention and Treatment Act (CAPTA) is a law that provides room for financial assistance for programs that are focused on identifying, preventing, and treating child neglect and abuse. The bill also deals with identifying federal roles concerned with providing data collection services, technical assistance, and evaluation activities related to child neglect and abuse. To addressing this law, it is essential to have the support of key decision-makers and other significant stakeholders. This paper aims at discussing stakeholders that help support CAPTA and how to garner their support.

The first essential element in undertaking any project is to identify all the stakeholders that might be interested in the project. In my plan, I would first make a list of all the stakeholders that share my interest in getting involved in CAPTA. At this stage, it is crucial to understand what motivates the various stakeholders because it makes it easier to garner their support. It is easier to approach organizations and individuals who are interested in a particular field than convincing those who have little interest. After identifying the stakeholders, I would contact all of them and enlighten them about CAPTA, informing them of the benefits they would get from supporting the act.

The next important step in my plan would be to rank the stakeholders hierarchically in order of their influence and contribution to the policy. Political leaders and organizations with more influence should be at the top of the stakeholder list. It is because they have more power to drive the agendas of CAPTA and the ability to provide more financial contributions. I would prioritize to have their needs and requirements placed ahead of the needs of other stakeholders in regards to my project.

The next step to gather the support of key decision-makers is by getting them involved early in my area of interest. Through early involvement, the internal stakeholders or members of CAPTA reveal to the external decision makers any previously unknown opportunities or roadblocks. This is also the opportunity for the stakeholders to be informed of the structure of the project. They are also made aware of the dates for all the major activities that are scheduled to take place. It is a step that helps to earn their trust and makes them interested in sticking on.

The last step in garnering support from the stakeholders is making sure they understand their role in contributing to the project. After gaining their trust, it becomes simpler to draw a straight line between the project goals and what motivates them. At this stage, it is also essential to allow them to share their ideas and concerns. They attempt to provide solutions to existing problems through suggestions that might be useful at improving the current state. In the case of CAPTA, this is where the politicians involved declare their contribution strategies that will help reduce child neglect and abuse.

Various professional organizations may provide a base of support for CAPTA. The first significant Organization is Childhelp. It is an organization whose goal is meeting the emotional, physical, spiritual, and educational needs of neglected, at-risk, and abused children. It focuses on treatment, intervention, prevention, and community outreach. Their services and programs help children in different difficult situations to experience a worthy life.

Another organization that may provide a base of support is the Children’s Advocacy Institute. It is among the country’s first advocacy, research, and academic organizations that strive to improve youth and children’s lives. It has a particular emphasis on child protection reforms and improving foster care systems. It also has the responsibility of improving the outcomes for children. It mostly helps those who are about to get out of foster care protection.

The last Organization that might provide base support is the Committee for Children. It is an organization that strives to ensure the well-being and safety of children in real life and school.

It works with policymakers, parents, and educators to advocate for children’s policy reforms and provide improved research-based programs. It is an organization that also believes that prevention efforts begin in childhood and even continues into adulthood.

My approach to building a coalition among my selected stakeholders is through always telling them the truth. It is regardless of what they want to hear. Environmental factors such as lack of trust, negative culture, and low morale make stakeholders feel their contribution is not valuable. Another approach is to remain consistent with the goals laid at the beginning of the project till the end. Stakeholders need to know that I am consistent, approachable, and always there.

There are various elected officials that I identify as being potentially interested in this endeavor. The first official is Lawrence Joseph Hogan, who is Maryland’s 62nd governor. It is because in January 2019, He released a fantastic budget that focused on education funding. It was above the current required state formulas. It is an initiative that proved he was interested in improving children education and reducing their neglect. The second official I would identify as interested in my endeavor is Stephen Smith, who is Maryland’s 45th Legislative District representative. In 2019, she was appointed to the committee of House Ways and Means. She sits on the subcommittees of Local revenues and education. The subcommittee deals with childhood education, and she is aware of children’s needs and rights.
