The legislative, executive and judicial branches are separate and distinct, each exercising powers that duly belong to the other. No one may pass a draft law, a resolution, or any other thing, may have the effect of a lawyer or be declared law without the consent of others, nor may comparable power be exercised by an act. The jurisdictional powers of each state shall be enshrined in a unified legal system consisting of the Supreme Court, the Court of Appeals for the District of Columbia, and other lower courts, such as the General Assembly, which from time to time may ordain or establish or establish as they see fit in the state courts of their respective jurisdictions.
