The research Design Adopted and the Reasons.
Use of Descriptive Design. It offers the answers of who, what, when, and how related to the particular research problem. The UWEZO research intends to identify the reasons why the lower primary class’s students are not learning how to read well enough. The study seeks to find the reasons why this is so. The students, teachers, and parents studied under their natural environment as learning, and daily activities in their lives precede. There is an intention to learn the lesson as to why students are not capable of reading thoroughly by analyzing the number of students who can read well. The limitations to useful reading among the learners will get reviewed to understand the studies correctly. The method of data collection is quantitative and will offer the numerical data on what is the number of the students cannot learn how to read well enough in lower primary classes.
Who are the Respondents?
Lower Primary Children- They are directly affected by the study. They are the learners whom one is supposed to assess their reading capability.
Lower Primary School Teachers- The teachers are always in touch with the learners as they teach them on the proper learning skills. They have results of the reading skill assessment done in the past
Parents- The children interact with the parents at home and could have reasons why learners cannot learn how to read thoroughly through their interactions
How to Sample the Respondents
Random Sampling Technique Every learner has a probability to be selected into the significance level.

Interviews – It is an oral questionnaire. Through verbal interactions, there are verbal interactions that one will acquire through the clients. The researcher is expected to have a list prepared before how to go about the questing duration. An interview seeks to offer information from the children respondents on issues related to the capability of the reading by leaners. The method will attempt to get opinions in the study. It facilitates the collection of a large amount of data. An interview is a suitable tool when obtaining the information on the specific research.
Questionnaires will get used to collect the opinions of the parents, guardians, and teachers who are in touch with the lower primary students.

This study investigates children not learning to read well enough in the lower primary classes. The research aims at
outlining the information on how to understanding whether children are not
learning to read well enough in the lower primary levels and therefore set the suitable measures the government and the stakeholders in the institutions would set to correct the situation. Scholars have developed theories on the learning process amongst the lower primary class’s children. The theories will exclude the fact that there is an inability to learn how to read well amongst the primary classes children because of the new trends such as busy career parents who fail to spend enough time with the young ones. There is an amount of information that suggests the impact of digital media on children. The children spend more time watching meaningless TV programs that do not cause active learning to read instead of the use of storybooks that cause better mastery of sentences.
To make matters worse, children now watch more programs and even play the games through their phones and watch programs, making them have lesser touch with their books. The research was undertaken in Kenya to show how new trends in this era affect the ability of children to learn how to read from home. The assumption that children in the lower primary classes spend more time with their parents. The children encounter lesser interactions with their parents who are busy working, and lack of proper learning materials such as enough textbooks also harms the lower primary children in schools.
Further, the study seeks to outline the role of the teachers and
parents in teaching their children at the lower primary level how to learn
through providing the correct learning environment, materials, and motivation of learners. The questionnaires will get used to offering the number of learners who can read. The parents and teachers will also give the number of lower-class students who are not capable of learning how to read. The teachers and parents who also avail enough storybooks to the learners in compression to those who assume the need for textbooks will get reviewed. The percentage of children whose parents can read and spend more time with their children in comparison to those whose parents are always away and couldn’t understand given. Further, the interviews involving small texts that the children are required to read is part of the study. The number of learners who would not read expresses almost similar characteristics of minimal motivation in comparison to those who could.
Finally, the findings expected to have an impact on the overall lower class system. The proper learning surroundings, choosing the helpful TV and phone programs, parent’s assistance, textbooks, and storybooks and motivation by the educators should get availed to enhance the ability of students to learn how to read.
