World of Gang Stalking and Electronic Harassment

As the author of this article, I am speaking from actual personal experience of these
programs as one of their current victims. More accurately, I would like to call them crimes, but
as of this writing, while all 50 states in the United States have stalking laws, the laws no longer
cover the changes in stalking tactics. Therefore, police intervention is virtually nonexistent in

There is also a Federal Law against stalking which seems to cover Gang Stalking: Title 18 U.S.C.
Section 241, Conspiracy Against Rights.(U.S. Dept. of Justice). Unfortunately, although there have
been a number of Gang Stalking cases adjudicated, many have been dismissed.
While Gang Stalking and Electronic Harassment (using electronic weapons) often are used
sequentially or in tandem, it is not fully known to me whether the perpetrators are participating
in two different programs, or in one ongoing program. As you will see, no rational, moral
person could accept the activities I will describe as being anything less than criminal. In fact,
the activities could easily fit the definitions of Domestic Terrorism, and Torture.
Throughout the remainder of this article I will use the term used by victims: Gang
Stalking, although you may hear this program called by many different names. And because
70% to 80% of victims are estimated to be women, I will use the terms her and she. Please
note that men are also Gang Stalked. Gender specific gang stalking statistics are

In this article the Forensic Nurse will learn about the covert activities that make up Gang Stalking,
the emotional and psychological effects that victims experience, and the many potential bio-effects
(symptoms generated from an external source) that victims may report from the Electronic Harassment.
Bear in mind that the nature of this program is specifically designed to cause extreme emotional and
psychological trauma, destruction of relationships, distrust, and isolation of the victim.
DESCRIPTION OF THE CASE
Gang Stalking and Electronic Harassment are common in the United States, but it is largely
unknown by most of the population. Due to the lack of legal intervention, this crime is growing
exponentially across the United States. The medical profession is not currently knowledgeable
about this ongoing program, nor do current medical specialties have the expertise to fully
evaluate these victims. Therefore, Forensic Nurses, who lie at the confluence of nursing and
law, possess the ideal expertise to aid these victims.
Gang Stalking victims identify ourselves as Targeted Individuals, or TI’s. The term Gang
Stalking mistakenly brings to mind visions of street gangs, however, most perpetrators are not
involved with street gangs. Perpetrators may be the neighbors next door or down the street.
They may be the Neighborhood Watch group, participants in the Infragard program, or members of
religious organizations, and many other sources.
It is the practice of the Gang Stalking program to circulate lies about the victim in advance of
the stalking in order to gain the consent of the stalkers and dispell any concerns they might
have regarding their involvement. This in itself is a crime commonly known as character
assassination.
Gang Stalking consists of many stalkers, each with his or her own assigned task. Based on my
personal observation, this program is very well choreographed. In many cases the stalkers
appeared to me to be acting on a time schedule, as if they were assigned a specific minute to
harass me. Most of these programs use cell phones to communicate, and messages are passed
in this way, to and from managers and the street stalkers. Initially, in the program used against me,
stalkers were dressed in color-coded clothing, mostly black at the beginning. As time went on,
colors changed. The purpose of this color-coding is a type of color harassment designed to sensitize the
victim to colors, presumably so that they are reminded of the stalkers when they see those specific
colors. All the activities and tactics of this program are designed to create repetative psychological
assaults on a daily basis. Unlike many assaults which occur one time only, Gang Stalking often
continues for months, years, or decades.
While driving, victims are also followed by vehicles driven by Gang Stalkers. They
are followed wherever they drive: to the grocery store, the bank, a restaurant, the
doctor, the craft store. Wherever they go, Gang Stalkers will follow. Inside stores a
victim realizes that she is being recognized by strangers. They may harass her by
sneering at her, blocking her way in the aisle, following her around the store or by barging
ahead of her in the checkout line. On some occasions even children may point her out to a parent. As
you can imagine, this is extremely distressing to the victim, wondering how all these strangers seem to
know her, yet she knows none of them. It becomes clear to the victim that her likeness has
been distributed throughout the area, likely in the form of a photo. All of these examples
are taken from my personal experience.
One insidious aspect of this program is that it is designed to be seen only by the victim.
Other people in the vicinity will not recognize anything amiss. In my stalking, as time
went on, stalkers began to add hand gestures as a form of communication to supplement the
cell phones. There are a number of gestures used in regard to each victim, and the gestures seem
to be relatively consistent througout the entire program.
Another disturbing aspect of this program is that the victim will be harassed even in another
location or in another state. When I traveled out of state to visit family, within one week I was
experiencing Gang Stalking again, but from the local group. Tactics varied a bit, but it was still
noticeably Gang Stalking.
Gang Stalkers also drive vehicle caravns on a scheduled frequency. I typically see
them driving close to the hour or half hour. They tend to travel in threes, following closely behind
the car in front. They also tend to go more quickly than typical traffic would drive those
particular streets. I have not understood the purpose of this practice, but perhaps it is designed
to show a presence in the community, and remind people who’s “boss”. Since they pass my own
home, which is removed from the main thoroughfare, I assume they may do the same to other targets as
well.
I also have experienced what I believe to be harassment by small white planes. I have seen this
complaint in another target’s description. For years I have had small white planes fly over my home,
usually directly above so I could only hear them rather than see them. I did not attribute that to
harassment initially, but since the Electronic Harassment began, I have considered them involved. One
day as I stood on my deck a small white plane flew over, within view, and relatively close to my home.
As the plane passed by, I felt a distinct rush of energy come upon me which could not have reasonably
been considered wind at that distance. That is the only time I have noticed that particular event outside
my home. It would not be unusual, in my experience, for these small white planes to come over or near
my home up to 10 times per day. There is no airport in my vicinity, so they are neither landing nor
taking off from an airport. Another evening a small plane flew in my direction three times, turning
around and coming back toward me. On the third pass, the plane left. I have noticed a similar rush of
energy one other time as I exited one of the rooms of my home. As I stepped outside the closed door,
this same type of rush hit me. It could not have been wind because no windows were open.
It’s also the practice of these groups to ‘plant’ perpetrators nextdoor to the victim. In an apartment,
it seems they try to surround the victim in as many apartments as possible. At my home, when a
neighbor moved, probably facilitated by the stalking group, another stalking family moved into the house
right next to me. As time went on, most of the neighbors surrounding me seem to have been co-opted
into the Gang Stalking.
As a result of this crime, victims may also sustain the loss of family support, friends, and
acquaintances. They often become very isolated from the community in which they live.
When being harassed in stores becomes stressful, they may shop online. I experienced
shopping online for groceries only to find that some of my foods were tampered with by,
presumably, Gang Stalkers before I received them. Obviously, this concerns the victim that
even her food is not safe. Some Gang Stalking victims report having been poisoned
by means of their food.
Actions carried out by Gang Stalkers include “active surveillance, intercepts [crossing paths
with the victim), physical sabotage, sabotaging the victim’s reputation, discrediting targets,
trade related punishment [by complicit vendors), and sabotaging the target’s home.” (Bright Light
on Black Shadows, Dr. Rauni-Leena Luukanen Kilde; Chp. 18, 2018)
To the victim, it feels as if every person in the community is against her or knows some
secret about her. The secret, of course, is the lies that were circulated about her before
the Gang Stalking began, and presumably continue to be circulated. These lies seem
to be spread far and wide frequently. Yet, if the victim reaches out for support, no one will
acknowledge these activities or attempt to help her in any way. Most of the city
administrative persons I contacted did not even respond to me. If I got a response from
anyone, it was that they could not help me. Period. Initially, I thought that they
considered me mentally ill, but now I believe it is because they know about the program
and won’t, or can’t, intervene. The Manual for Organized Gang Stalking Operations, (yes,
they have a manual of operations), states, “Punishment of people who side with and help
the target. Friends, family members, and citizens who do not place a high value on
community sometimes help targets. In these very specific cases, CC-authorized punishment in the
form of individual acts against them is approproate.” (Kilde, R., 2018) CC stands for Control
Center. The philosophy of the program also includes secrecy, “The point of the program is to have
maximum psychological effect and leave the minimal amount of evidence.” (Anonymous
Targeting Program Insider). (Kilde, R., 2018) It should be noted here that the person who exposed
this Manual of Operations later died, presumably from the effects of Electronic Harassment.
I have only touched the surface of the tactics and activities committed by these stalking
groups. They are also known to break into the victim’s home, harm or kill pets, install
surveillance devices in the home, and many other insidious tactics, up to and including
suspected murder of their victims. Please refer to the references section for more information.
I believe at this point most of you can understand why Gang Stalking victims are
frequently diagnosed with a mental health problem. They see people following them on foot and
in vehicles, perhaps in planes, staring at them, sending messages when they see the victim, using secret
codes, all wearing the same color. Many victims are quickly diagnosed as delusional and paranoid.
Emergency Departments are known to put victims on an M1 hold for 72 hours for evaluation. That
alone could potentially lead to a job loss, income loss, loss of a home, and eventually homelessness.
These are all losses that could be averted by a knowledgeable Forensic Nurse performing a detailed
forensic evaluation.
ELECTRONIC HARASSMENT
An additional program which some Gang Stalking victims are subjected to is termed
Electronic Harassment. As previously mentioned, it’s unclear whether this program is a
continuation of the Gang Stalking, or a separate program. It’s difficult for victims to determine
what types of weapons are being used against them, however, they seem to be derivatives of
Directed Energy Weapons (DEW’s) utilized by the military for crowd control and other
purposes. Of course, they are scaled down in size to be utilized by individuals. Similar types of

Other sources may be cell phone towers or other electronic delivery systems, and possibly
manipulation of the electronic devices and electrical or utility systems withing the victim’s home.
Victims of Electronic Harassment suffer from a multitude of bio-effects from these electronic
weapons assaults. I persoanlly experienced deep stabbing pains in my upper abdomen, one on
each side of my body. These pains went deep into my body, about 8 inches in depth. Keep in
mind that these bio-effects are caused by invisible weapons, being accomplished through the
use of RF (radio frequency waves) or sonic waves (sound waves). No other person is present
causing these assaults. No actual tangible weapon is present during the assaults. However,
the emitter (mechanical source), if located, is tangible. I also experienced a small circular
warming sensation to my foot which left me lame in that foot for many months. The pain often
causes me to limp as I walk almost 1 year later.
There are often NO visible marks on the skin after these types of assaults. However, I can
attest to pain in the abdominal muscle that was pierced, which ceased after several days, but
recurred several months later for several weeks and is now intermittent. Additional bio-effects
may include heart palpitations, respiratory difficulty, inability to concentrate, loss of memory,
high-pitched ringing in the ears, ear pressure, internal tremors, dizziness and loss of balance,
blurred vision during an assault, elevated heart rate over 120 bpm during an assault, fatigue
and sleepiness, headache, and many others. Victims also report being electronically sexually
assaulted, or in some cases, genitally mutilated.
I documented 40 bio-effects during the first year of my assaults, many of which recur
intermittently. One bio-effect I have persistently noticed while assaults are present is my
reduced ability to type on a computer. I have increased difficulty with spelling and word
finding as well as dexterity, implying a cognitive effect. I also find my visualmotor skills are
disrupted when reaching for an item, reaching multiple times for an object yet missing it. Most
victims report bio-effects similar to those mentioned in the previous paragraph as well as
others. Symptoms of electronic weapon attacks have been documented. (emfrefugee.blogspot.com),
Some physical manifestations that may occur are burns to the skin from microwave attacks.
These burns often tend to be severe. A microwave directed energy weapon can be made
relatively easily from a standard microwave oven and a few essential parts from a hardware
store. I have seen explicit instructions online regarding how to build a microwave directed
energy weapon. A person with moderate mechanical skills could build this weapon. These
weapons are capable of reaching far enough to enter a nearby neighbor’s home, or to
simultaneously enter multiple apartments.
Other visible bio-effects may be unusual patterns of inflammation, burst capillaries, and bruises.
Auditory noises such as chirping, clicking and knocking, as well as visual effects, also have been

[[[ While I have touched on some of the physical aspects of Gang Stalking and Electronic
Harassment, there are many aspects I have not covered. I’d like to present a more subjective look at
the experiences of a victim of these crimes and their psychological reactions based on my own
experience.
Initially, when the Gang Stalking began, I became quite fearful and anxious, much as one
would in a traditional stalking scenario. I worried about a break-in, physical or sexual assault,
or harm to my pets. Because the stalkers had access to view inside my home, I began to leave
my window coverings closed throughout the house. This limited my access to light throughout
the home, as well as isolated me from the outside world. I also stopped walking in my
neighborhood, preferring to stay inside unless I drove to another location.
Because I was not well known in the community, there were no other friends or acquaintences
with whom I socialized, nor nearby family members with whom to spend time. I became quite
isolated from the community given the fact that there seemed to be a large number of people
involved in my stalking. I changed from a person who trusted most people, to a person who
trusted no one. Because I’m still in the same community, this lack of trust has persisted and
has been enhanced by the complete lack of support from the city administration and law
enforcement.
I do have occasional service technicians come to my home, but when they leave I always have
concerns that they may have hidden cameras in the house, or stolen an item from me, and other
seemingly irrational thoughts…except for the fact that these groups are known to do these things by
co-opting service providers.
I mentioned that my food had been tampered with on occasion, so I still routinely check certain
items for tampering. The stabbing pains and other harmful assaults frequently occur at night after
I go to bed, so not even my bed is safe! In fact, I often stay awake until the early hours of the morning
anticipating an assault.
I was placed on an M1 hold for about 8 hours, much of the time spent waiting for the nurse who was
caring for another patient. My tests all came back negative, and my mental health evaluation
was completed flawlessly according to the evaluator. However, I now carry a diagnosis of delusional
and paranoid in my file. And because my admission to the Emergency Department was documented
without any diagnosis, all my doctors whom I have seen since look at me quizzically. Of course, I doubt
my file indicates that I was released due to lack of any evidence of a mental health concern. I have been
told there is no way to remove the diagnoses from my file. That now becomes a stigma for me with no
validity.
My home has changed from a comfortable haven to a secluded torture chamber, yet I have no
safer place to live. I believe this is the mindset of many victims of these crimes. Personal
safety becomes the focus of our lives. I no longer shop in the mall near my home; I no longer
eat out at restaurants; I choose service providers that come from other cities nearby. Unfortunately,
not only do victims find it difficult to trust unknown individuals, but we have trouble trusting even
other victims. The impact of these crimes is life-changing. By necessity, we are not the people
we were before. Every aspect of our lives is lived using vigilance and caution. I hope this
brief scenario will afford you a more complete understanding of the lives of victims of Gang
Stalking and Electronic Harassment. It is often a lonely and frightening place to be. ]]]
It must be noted that the psychological impacts of Gang Stalking and Electronic Harassment
are extreme! Based upon the bizarre tactics of Gang Stalking and the physical assaults of
the Electronic Harassment, these victims would probably appear delusional and paranoid to
many clinicians. However, most victims are just average citizens who have been singled out
to experience a crime of horrendous proportions.
While most victims are not suffering from a mental health condition, they are suffering from insidious
attacks, not only emotional and psychological but also physical. First and foremost they need
compassion, understanding, and someone to believe them. Simply telling them that you have heard of
Gang Stalking and Electronic Harassment, and that you believe them, will help the victims relax and
speak more freely during the forensic exam.

SUMMARY OF KEY FINDINGS
Throughout the United States and other countries, Gang Stalking has flourished. Ordinary
citizens as well as whistle-blowers are being harassed, not only by a type of group stalking
called Gang Stalking, but also by Electronic Harassment. It is believed that scaled down military
Directed Energy Weapons are being used for the attacks of Electronic Harassment. While Gang
Stalking engenders severe psychological and emotional trauma, Electronic Harassment causes a
multiplicity of physical bio-effects (biological effects) in the victims. Most, if not all, human body
systems may be affected.
The purpose of Gang Stalking is to harm the victim emotionally and psychologically
through covert actions performed by many people against the victim. Electronic Harassment
may be used for various purposes such as extrajudicial punishment, revenge, hate crimes and
more.
Victims typically are unable to locate any helpful resources as far as relief from, or redress
for, these actions. Law Enforcement throughout the United States is noticeably absent in
cases of Gang Stalking and Electronic Harassment. Furthermore, physician specialties do
not encompass the knowledge or expertise to assess the victims fully. When victims do seek
medical intervention, many are quickly diagnosed as delusional and paranoid. These diagnoses
alone may lead to catastrophic losses for the victim, including jobs, income, and homes.
Treatment
It’s important for the Forensic Nurse to remember that a victim of electronic harassment may
not present with any outward manifestations of an assault. A Ten-Step Checklist for all
Doctors, Psychiatrists, Psychologists, and Law Enforcement is available online.
(everydayconcerned.net) After completing the forensic exam, the Forensic Nurse should coordinate
further testing and diagnostics with a Physican. Although the checklist places documentation as number
four, I strongly recommend that the forensic exam and documentation be completed prior to any
additional testing or treatment in order to determine whether more specified tests or
treatments should be performed based upon the forensic exam.
Victims may present to a physician or emergency department for isolated complaints of pain or
physical distress. However, to my knowledge, there are no specified protocols for treatment
beyond the 10 Steps Checklist mentioned above. The reasons for this are likely that victims
only present for one symptom, or don’t disclose the full scope of the situation. Therefore,
the other injuries or bio-effects are never mentioned. Another obvious reason is that victims
are frequently quickly diagnosed as mentally ill, subsequently placed under the care of a
psychiatrist who medicates them without cessation of their symptoms, and releases them
back into the same electronic assaults which caused their bio-effects initially.
The Forensic Nurse is in a perfect position to step into the gap to care for these victims.
Forensic Nurses are trained to perform a thorough and complete forensic exam, including
assessment of emotional and psychological status, physical injuries which are seen or unseen,
and are qualified to assist in the coordination of diagnostic and treatment protocols. Because
these activities of Gang Stalking and Electronic Harassment are illegal in nature, regardless of
the failure of legal intervention, the Forensic Nurse is an ideal adjunct to facilitate and to
support the care of these vulnerable and neglected victims.
Evaluaton Guide for Gang Stalking and Electronic Harassment
A complaint you might hear from a victim would be: There are people dressed in all
black, head to toe, following me. Or…
People are looking in my window, staring at me and then texting or something. This
happens several times each day, but the people are different every time. I don’t even
know them, and perhaps…
There was a man following me through the store, and he watched me checkout, but
he didn’t even buy anything. Then he went out the door right ahead of me.
Evaluation Guide
It’s imperative that the Forensic Nurse recognize from the beginning that victims of
Gang Stalking and Electronic Harassment are CRIME VICTIMS! In almost all cases victims
are normally functioning individuals who are experiencing a terrible crime being committed
against them.
When they reach out to Law Enforcement they are most often met with a comment
that they need to see a psychiatrist.
When a victim tries to report these activities to relatives, neighbors, or friends, they
are told they are just imagining what they are seeing and experiencing. Activities by
the Gang Stalkers are so covert, and actions are so common, that no one realizes the
magnitude of the ongoing harassment assaults that the victim is experiencing…except the
victim.
Evaluation Guide
It is also critical that the Forensic Nurse maintains a receptive and supportive attitude while
performing a forensic evaluation.
Victims of Electronic Harassment most likely will not present in the typical manner. Instead
of being upset or agitated, they may appear quiet and withdrawn as well as distrusting. The
psychological impact of electronic assaults may have subdued them to a point of despair.
Since many victims are aware that gang stalking victims are often diagnosed as delusional
and paranoid, they may be guarded in what they disclose. They may not admit that they have
experienced gang stalking because no one has believed them previously.
Most victims will present with complaints of experiences that cannot be confirmed by visual
means. The complaints may include tinnitus, which is common in gang stalking victims.
They may complain of internal vibrations, neurological involvement, and various other bio-
effects as previously mentioned. I suggest that a list of common bio-effects be provided to
them since it may be difficult for them to remember everything they have suffered.
Unfortunately, at this time, without the intervention of law enforcement it seems that the
electronic harassment program may be a life-long program. Some victims have experienced
this harassment for years or even decades.
One issue that requirs clarification is the matter of the cost of the forensic exam and subsequent
treatments. While sexual assault victims’ exams are paid by law enforcement, the cost of forensic exams
for victims of Electronic Harassment must still be apportioned. This is a matter that must be assessed
and agreed upon by the hospital and law enforcement. Due to the frequency of job loss or uncertain
housing, many victims of these crimes do not have either health insurance or a substantial savings in
order to afford these medical costs.
Another issue is whether law enforcement will acknowledge Electronic Harassment as a crime, and
treat these victims as they would any other assault victim. That is why laws must be changed and law
enforcement trained in the illegalities of this insidious crime.
Discussion
It is clear from the rampant spread of Gang Stalking that stalking laws must be changed as soon as
possible. Without those changes, communities will continue to be overrun by Gang Stalking groups
harassing and “owning” the community. In addition, I believe it’s necessary for those laws to be
reviewed frequently, perhaps every 5 years, to ensure that they continue to address current stalking
practices. It’s difficult to understand why individuals would engage in this practice, but former
participants have admitted to receiving incentives for their participation. Since participants are lied
to throughout the program, they may believe that they are collaborating in some type of homeland
security, or surveilling an undesirable resident in the community.
Law Enforcement, nationwide, is pitifully absent in matters of Gang Stalking and Electronic Harassment.
The officers with whom I have had contact were unable to even interpret the law as it is currently
written. It’s imperative that officers be trained to interpret laws accurately. That did not happen in my
situation. Additionally, one must honestly acknowledge the fact that some law enforcement officers may
be complicit in these crimes. I would guess that is the case in my situation, however, it’s based more
upon observation and intuition than known fact.
The primary issue with law enforcement is the matter of “PROOF”. Gang Stalking is difficult, if not
impossible, to prove. How does one PROVE that dozens of people are harassing you when they stand
outside your home? How do you PROVE they are following you in their car? How do you PROVE
that their hand gestures are part of a covert communication system of people tracking and surveilling
you? Unless laws are changed to encompass the Gang Stalking tactics, and law enforcement officers
are trained in interpreting the laws, Gang Stalking will continue unchallenged and unabated.
Physicians to whom I’ve mentioned this crime tend to overlook my comments about it. Admittedly, I
haven’t mentioned much detail, already anticipating the reaction. Physicians are specialized in distinct
fields, and I have not located anyone able or willing to look into the injuries from electronic assaults.
Even I, at the time of this writing, have not been evaluated for my physical assault injuries, and they
began over one year ago. Therefore, physicians need to be informed and educated about the
bio-effects of the crime of Electronic Harassment. Unfortunately, I’ve sensed that physicians are
reluctant to accept anything they don’t already know. But they need to open their minds to the more
sinister acts in our changing world. It is essential that physicias be educated in Gang Stalking and
Electronic Harassment practices, and be trained in appropriate diagnostic procedures.
The matter of PROOF also impacts Electronic Harassment. How can one PROVE she is being
harmed by invisible radio frequency waves or sonic waves? One cannot PROVE that she is hearing
voices in her head, sounds of chirping and knocking, and other invisible bio-effects that are coming not
from her head, but from an invisible external source.
Because Electronic Harassment is a physical assault, victims may suffer physical changes from these
weapons, and there are victims who know one or more targets who have died as a result of their
injuries. However, given the type of injuries, and the absence of cutaneous evidence, coroners most
often rule a target’s death as stemming from natural causes. Informing and educating coroners about this
crime is absolutely critical. Otherwise, these acts of slow murder go unnoticed and unpunished.
I also feel it’s important to alert the communities about this trend. From my experience, most of the
individuals that I contacted would not respond, nor would they assist me. That is significant, and that
lack of action is the red flag that clued me into the probable fact that many members of the community
actually do know what is taking place. It has been speculated that notices are sent out to the community
threatening the residents if they have contact with the targets. However, since the targets are not
included in the notification, we don’t know the absolute facts or details of any such event.
Conclusion
Gang Stalking and Electronic Harassment are insidious crimes perpetrated by individuals
intent on causing psychological, emotional, and physical harm to the victims. While I have
deliberately omitted a political or sociological discussion of these acts, the potential
consequences of these crimes are tremendous. One point that has not escaped my realization is that
the perpetrators themselves are being programmed to commit crimes based upon simple text
instructions. Given deeper thought, that could portend erie ramifications. I see an entire community
silenced, likely through fear and intimidation by the perpetrators ( Kilde, R.). Help for the victims is
rarely, or never, available. Instead of support, victims find themselves revictimized by the medical
community by being diagnosed with mental health illnesses. Some victims have lashed out in despair
through assaults on others by mass murders, or upon themselves in the form of suicide.
The Forensic Nurse is in the ideal position to assist these victims due to her/his dual roles in
nursing and law. She or he is well trained to perform a forensic exam of the victims and to
assist in determning a course of diagnostic testing and treatment to aid these victims in
recovering from the multiplicity of assaults they have suffered.
