The United Arab Emirates (UAE), through its Ministry of Education, came up with the 2020 education strategy that is composed of series of a designed five-year plan to bring proper improvement in the education system. The growth is focused on how the teachers teach and generally how the students learn. The focus is on the smart learning programs, newly established codes for teachers. The education system ensures there is proper licensing and evaluation of the entire process. The community intends to teach both math and sciences in English, embracing diversity and educational universality for their system. The critical area of focus is the transformation of the established K-12 programs, these programs are aimed at ensuring the students have the necessary knowledge required at all the Universities across the world, and this facilitates their chances of favorably competing in the global markets. Programs like “Mohammed bin Rashid Smart Learning” (U.N., 2019, p. 51) were initiated to ensure that the new learning environment was adequately shaped with the necessary implementation of culture within the government schools. This program took cause in Dubai and the Northern parts of the United Arab Emirates.

The UAE government also tried the process of technological promotion intending to foster employment among the youths in the 21st century. The government aimed at introducing computers and tabs in all the schools in the UAE. The United Arab Emirates has enacted a plan of benchmarking with the other States; they participate in international tests intending to examine the standards and performance levels of their education systems, this ensures universality and favors healthy competition in the global market. Benchmark gauges the Quality of Education between one Nation to the other, and the students are subjected to various tests. These tests are international standard tests that assist in the evaluation process and comparison processes.

The central focus of these tests is based on mathematics and science, and the UAE has always been ranked as the top performer in the entire Arab world. “Tests such as the Emirates Standardized tests are aimed at measuring the student’s knowledge and understanding on Arabic, English, Mathematics, and Science” (U.N., 2019, p. 62)The EmSAT test is a composition of three different experiments, the baseline test which is usually for the students in the first grade. “Advantage test is purposefully for the general Education and for students that are from grades 4,6,8 and 10. The Achieve test, on the other hand, is purposefully meant for the measure and gauge of skills for those students at the 12th grade and this is a prerequisite for the entry to colleges and public universities, in other cases, those who have qualified at this level are always awarded the college scholarships to go and study abroad” (U.N., 2019, p. 67). All these tests are always taken for the quality assessment, and students are still ranked based on their merits. Quality check and control are essential at these levels, and it is the role of the UAE government through the ministry of Education to establish a body that is responsible for the evaluation process. They grade the schools according to the Quality of their output.

To ensure Quality, the government provides reforms in the education sector; the government has established a new system for teacher licensing. The professional licensing program that was established in 2017 will be fully implemented by 2021and the implementation must follow the UAE National agenda on education and quality matters. This system is aimed at standardizing qualifications for the Emirati, and even the expatriate teachers’ skills will be normalized. This process will encompass both the public and private institutions of learning in the UAE. The teachers are therefore required to pass the national examinations with the portfolios to indicate they passed the exams, and they must show their portfolios at their respective working locations. “This system was co-constructed by the National Qualifications Authority, together with the UAE Ministry of Education and the vocational training boards to ensure equality and Quality across all the education sector in the UAE. The Ministry of Education has adopted various strategic plans that are aimed at upholding Education by 2030, and this has remained its strategic plan for the national educational policies that are projected on their 2030 plans. The Ministry of Education is devoted to their promise to develop a strategic education plan towards their vision 2030; they lease with the national and regional organizations that are aimed at fostering inclusive Education without considering the status of the population in the UAE. The plan does not alienate religion and believes it will be an inclusive process. In conclusion, UAE, through its Ministry of Education and the quality control service boards, is aimed at improving Education at the national level, and the type of Education presented in these cases must be standardized to conform with the global markets. Mechanisms to ensure Quality is upheld are installed in and ready for application, and these are some of the long-term projects UAE.

Review of Literature

Education remains one of the UAE’s top priority in their process to construct the human capital and to ensure that the economy embraces the diversification of knowledge. The strategic plans for 2020, developed by the Ministry of Education, are aimed at bringing significant Quality in the education system of the nation. This process is expected to affect change in how the teachers teach and how the students learn. The government technology in the learning institutions to promote the employment process of the future generation in the global markets. The UAEs Education sector is considered the fastest growing industry in the economy, and there are 1 million students who are enrolled in both the public and private institutions, according to the 2016/2017 academic year analysis.  The adult illiteracy level for both the two genders is less than one percent, and this is the fruit of the government’s effort to eradicate illiteracy and improve education access to their people. The education law that was enacted in July 2012 was a new law that dictated the compulsory school starting and leaving age. The policy dictated that 6 was the ideal year in which the child was to start their studies, and they were to leave their grade 12 when they reach 18 years. At six years, the child is aware of what is happening around them, and they realize the importance of staying in school to better their skills and knowledge for a better future life. Again, at the age of 18, an individual is considered an adult who is also ready to interact with the outside world on both the economic, social, and political platforms. These laws are enacted to establish Quality in the education system. These laws require the parents and guardians to follow up on their children’s commitment at school and the various learning institutions

“The continuation of the obligatory education stage is also a platform that requires the parents to agree with the academic standards in these institutions before taking their children to these learning centers” (Ministry, 2019, p. 16). The student must remain obligatory to the established education laws, and this is also aimed at creating discipline and Quality that cuts across from parent to the students themselves in these learning institutions. The National Literacy Strategy was aimed at making 2016 the year for reading among the UAE Citizens, and this was a directive issued by the education secretary giving an order for the stakeholders to form an inclusive National Literacy plan and framework to establish a reading society and generation that goes ahead to portray UAE as the cultural center for Education and proper, reliable knowledge contents.  Homeschooling program applies to students who do not find their ways to the various admission categories and for these reasons they are unable to attend the usual classes, their system of learning is also closely monitored by the stakeholders in the ministry of Education to ensure that they equally conform with the international standards for the global markets. The key achievements that the country has experienced towards actualization of quality education includes, they have been able to dedicate more than 20 percent of the government spending towards the development of the education system, provision of the free Education to the UAE citizens who are enrolled in the public schools and this is from the low levels of Education to the higher learning institutions. UAE operates an education system that offers more than 16 curricula to the private and public institutions that are aimed at serving different nationalities in the UAE. The UAE has a wide range of highly accredited higher learning institutions in both the private and public realms. The adults are accorded facilities to facilitate their learning process, and their education system is also monitored to conform to the international standards of learning. The government has ensured that the illiteracy level is dropped to less than one percent in the entire region. UAE has realized that in the efforts to achieve their educational objectives, strategic plans have to be considered and implemented and therefore necessitated quality control. The educational programs of the country are centered on Quality, and they rely on the strategic quality plans that are primarily in place for their continuous growth and development. The long-term objectives of the Ministry of Education in the United Arabs Emirate are to facilitate a long-term benefit to the trained and educated members of the community; this will assist in boosting the country’s economic muscles. Quality Management in Education is aimed at improving the country based on management and leadership; the country prioritizes the needs of the global labor market, and they try to satisfy the customer’s needs. The Introduction of Quality Management in Academic institutions within the United Arabs Emirate has brought about rapid changes in the educational field, leading to the improvement of knowledge transfer and the general improvement in the Quality of Education within the country. Students who study in institutions that have implemented Quality Management in their programs have an advantage over those who study in schools whose Quality of Education is never considered or managed. Students who study in institutions that apply the Quality in their programs develop skills in the field of management, innovation, communication, teamwork, problem-solving, and learning. Limitation on Quality implementation is the fact that it is an expensive process and can adequately cover some specified learning institutions, thereby neglecting the other, and this might result in cases of inequality.

Procedure of Methodology

Total Quality Management represents a systematic approach to the ministry of education and school management in their efforts of improving Quality that is aimed to exceed the client’s expectations continually. Guided by Total Quality Management, all the students in UAE institutions of learning work hard towards achieving the needs of the global markets on labor provision, and this will mean economic success to the UAE in general. Quality in education sectors is much more effective and efficient is that errors can immediately be removed when the outcome of results are generated, at this point the various stakeholders will sit down to brainstorm on the entire process to eliminate the setbacks towards ensuring Quality in Education. This Research indicates that Total Quality Management will ensure that the organization continues to make improvements through advanced study of the educational process in the UAE.
