Later during these times, they also put set a rule saying that all the native nations were dependent and domestic.

Ortiz explains that these narratives are dysfunction because they highlight the various problems that the indigenous people were going through while in the country. It highlights multiple difficulties that the American Indians had and that they wanted to be raised out by the government.
