The homeland security has been the priority for the federal government from September 11, 2001, in many ways such as keeping the country’s most expensive infrastructures especially during alerts and safeguarding the borders and creating antidotes for any future attacks. It is the role of the local government and the state to react immediately and act to any attacks that happen even when the federal system tries to keep it from happening. A framework for assessment is needed before making any preparations that are within the national capital region or a metropolitan city to know whether it is right for the local authorities to act. However, it is not correct, and the local government should do more than only making preparations for the consequence management role. They are also supposed to play a role in the prevention of efforts, and that is not what they have been doing. According to the homeland security act, its primary mission is to keep terror attacks from happening in the US, reduce the chances of terror attacks in the country, and minimize destructions and to help in the recovery of the attacks that have occurred in the US.

The reason why the act was created was because of several terrorist attacks that occur in the US in 2001. The national strategy has various goals for homeland security. They are supposed to disrupt and prevent any terror threats and attacks, keep the American people safe, the infrastructure and essential resources.

The preventive efforts however have not been doing their work well, especially outside the city of New York. Apart from New York, there are no police forces in the US that have developed many skeletal counterterrorism units to improve the local police counterterrorism efforts. The only forces with such kinds of efforts re the FBI and they have been limited. Other large cities need to have their counterterrorist teams who are dedicated. It is the work of the federal government to help in the development and creation of such units.

The consequence management and the first responders should be added more weapons and training to help take care of the damage that was caused by the terrorist who managed to attack. The first responder includes the police units, fire and rescue units. Equipment such as protective gear for mass damage, training, sound radio systems for communication and teams to take care of the collapsed buildings. However, the existing rescue teams and local polices and hospital equipment meant for other missions should not be mistaken with the needs of homeland security. The traditional missions should also not be funded by the money meant for homeland security.

More problems are raised when the homeland security dollars are put in other uses mainly to fund the pre-existing traditional missions or the first responder. When this happens, there will be an unfair distribution of money in different cities because the funds have been used in the wrong direction. When states and localities access their funds, they should come up with best ways possible to get the right equipment and training. Some of the ways they can use are by creating a municipal that will be arranging for buying the material in bulk. The federal government needs to allow municipalities to be applying for the funds. The federal government has an obligation to offer more funds within a short time for things such as heightened alerts. There should also be ease of using the federal funds to get personnel at local or state level meant for homeland security. It is right for the federal dollars to fund the homeland security needs at the local and states level.

In conclusion, the local and state authorities should take the homeland security needs more serious as preventing attacks and maintaining a clean name. For this to happen the federal government, according to the constitution, have to help by giving them a database that have the terrorist’s identity. They can also use the database to look for any suspicious patterns of terrorist in a state. The other thing that needs to be done is more resources being given to the country’s largest nations, regardless of the progress that has been there. All the money should be shared equally in all cities, even the smaller municipalities. The local and state authorities’ need to work more effectively with the private sectors to help to keep the unprotected infrastructure more protected. The national government should make sure that homeland security is at all times funded so that it can keep the country safe if there are any terror attacks or threats. It will be hand for the homeland security to keep the country safe from the terror attacks without its funds and equipment. In that case whatever the case the homeland security needs should be taking care of first before anything else. Since terror attacks can happen anytime time it is best for the homeland security to be always ready and prepared to deal with any attack.
