Abstract

Organization structures in healthcare sector encompasses the management and delivery of services in health care and social care centers. Poor organization structures have resulted in poor service delivery to patients and service users in the community. Economic incentives and poor organization systems affect the attitude of healthcare and service care providers resulting in disparities currently being experienced in the delivery of health care and social care services. The study will investigate the importance of delivery of outcome-focused services to both patients and service users. Also, the study will examine the relationship that exists between the quality of services and the cost of the services. Field survey, questionnaire, and structured interviews will be used in the collection of data. Quantitative methods will be used to analyze the data to achieve the aim of the study.

Introduction

Health care and social care organization systems determine how services are delivered to the patients and service users. In recent years, health care and social care organization systems have resulted in poor services to patients and service users. The aging population, young children, and people living with disability are members of the society who requires extra health and social care services for the improvement of their lives. Currently, many health care and social care professionals are driven by economic incentives but not on the quality of services they offer to the patients and service users. Most health care and social care organizations do not educate their care professionals on how to measure the outcomes of their services. Also, some health care and social care organization systems are not focused on the outcome of services they offer hence making care professionals develop a poor attitude towards the services they provide.    The study on organization and delivery of health and social care is motivated on the need to improve the services offered on health care medical centers to achieve universal coverage to all the service users. Poor health care and social care organization systems have resulted to inequalities and poor service delivery to patients and service users in the society. The study will solve the existing problem by investigating the role of outcome-focused service delivery in ensuring that quality health care and social care services are offered to all members of society. The study will also examine whether care providers can 100% provide outcome-focused services to the patients and service users seeking assistance. The impact of organizational structures, culture, value, and principles is also investigated in this study. Some members of society do not have access to quality health and social care services because of their low financial status. The study will also investigate the correlation between the cost and quality of care services provided.

Literature Review

Studies have been carried out to investigate on whether social care and health care providers can provide 100% outcome focused services to their clients. A research carried out in United Kingdom showed factors that prevents social care providers from offering 100% outcome focused services to the users (Bee, 2015, 110). In the study, systematic evidence analysis was used to collect data for analysis. Synthesis of data from 117 studies showed that many social care providers do not involves their patients in care plan to be used. Some users have different ideas from those of social care providers on the social care plan that should be used, which prevents the providers from observing client-centered principle. The study concluded that failure of social care providers from involving mentally affected clients in therapeutic process to be taken prevents them from delivering 100% outcome focused services to the users.

Another study was carried out to investigate on how current health care and social care organization system in United Kingdom affected service delivery in United Kingdom (Sweeney, 2016, 180). The study was focused on how current mental health care system affected outcome focused service delivery on mentally affected users. Interviews were carried out on mentally affected clients whose mental problem had been caused by trauma. The research revealed that the United Kingdom mental care system caused more problems on trauma-affected clients. The mental care system did not train and motivate mental care service providers on the need to deliver outcome focused services to the clients. The study suggested for implementation of new mental care system that is client –centered to ensure delivery of outcome focused services to the users.

The financial status and ethnic bias among health care professionals results in disparities on how health care sector deliver services to different clients. A study in the United Kingdom revealed that health care professionals delivered their services to their clients depending on the attitude they have towards the patients (Stuckler, 2017, 20). The attitude of health care professionals was influenced by the financial status of the patients and the ethnicity of the patients. The study revealed that health care providers delivered services depending on the amount the patients can pay for the services. The study concluded health care professionals’ attitude towards different patients was a major cause of disparities arising in the health care sector. The study did not recommend how the cost of services was related to the quality services delivered by the health care professionals.

 

 

Methodology

The research will collect the required data by use of field research approach. Outcome focused service delivery is essential in ensuring that universal health care is achieved to all the citizens. The aging population and young people in society require extra health care and social care services, which can be achieved only when health care professionals are focused on the outcome of their services. Aged people do not have access to quality health care and social care services because of their low income (Terraneo, 2015, 154). To establish how outcome focused service delivery results to improved health care services, structured interviews will be carried on service users and patients on how they think about delivery of outcome focused service delivery. Health care and social care providers will also be interviewed on why they think outcome focused service delivery is necessary. Health care organizations influence the delivery of outcome-focused services. (Stoddart, 2017, 30). To determine how organizations systems affect the delivery of outcome-focused services, interviews will be conducted in different health care organizations. Questionnaires will also be included and the data collected will be analyzed using statistical methods to achieve the objective of the study.

Economic incentives affect the attitude of health care professionals, hence preventing them from delivering fully outcome-focused services to the clients. (Darmon, 2015, 652). To collect the data to investigate how correlation between cost and service delivery to patients and service users both private, public, and nom-profit institutes will be involved. The managers of these institutes will fill questionnaires on how cost is related to the services they offer. The data will be statistically analyzed to establish the correlation between cost and service delivery.

 

Conclusion

Health and social care organization structures are critical on how services will be delivered to patients and service users. Aging population in society require extra health care services because of their low disease resistance. Research has been conducted in the past to establish how outcome focused service delivery in the health care and social care sector contributes to improved health care and social care services. The study is focused on investigating how organization structures influence the delivery of outcome-focused services in the health care sector and social care sector. The objective of the study is to investigate whether service providers can 100% provide outcome-focused services to the service users. Interviews and field survey will be useful in collecting the required data. Data from different institutes will be used to determine how organization structures influence service delivery to clients. In investigating how the quality of service depends on cost, from profit and non-profit organizations will be used. Structured interviews will be conducted among organization managers to investigate how economic incentives affect the delivery of outcome-focused services. Statistical analysis methods will be used to perfectly analyze the data to achieve the objectives of the study. For the proper collection of data, the interviewees will be notified in advance for their availability to save on time.
