Healthcare is one of the most critical sectors in any country, and increased funding of these institutions is a crucial step in achieving equity of access. China became a pioneer in establishing this reform in 2009 after it launched a three-year program to attain equity of access in healthcare. And it realized significant equality of access in healthcare centers not only because the government increased its finances towards primary health care institutes(PHIs), but also because there were enough resources to promote the reforms in the institutions. However, political interests and desire, lack of institutionalization of practice as well as lack of experience are the fundamental causes of the failure of the program because the consistency of the funds is not guaranteed. Formulating a model that promotes a constant flow of money to this reform is one way of ensuring that the program does not capsize in the middle.

First, addiction to energy is the biggest problem with energy freedom because the moment one acquires a little of the power, they want more. Oil in the contemporary world has become expensive because the places which play a vital role in oil production experience high levels of instability such as Venezuela, Persian Gulf, and Nigeria, which makes people live in fear, thus inhibiting development. On the other hand, the transportation of natural gas can be stressful because it is prone to shortages. For hydrogen to be useful, it must be freed first, but the amount of energy consumed in the entire process is more than the hydrogen that will be produced. It is also difficult to explore new sources for energy because the amount of energy that is used daily worldwide is immense because 320 billion kilowatt-hours are used in a day.
