Local Government Type

A local government exists to maintain law, peace, and order in a locality. For this reason, I chose to come up with a county government for the Island. The reason for deciding a county government is because it is the oldest, existing before the First World War. This local government type was established, did not split state immunity, had no charter or legislative power, conducted business, and needed no voter consent. With the increasing world populations, especially after the Second World War, more county established governments proved useful to manage more locally consumer protection and child welfare. Through this, without employing dictatorship, I will shape the county’s direction via a planning strategy and adherence to a strict policy for the long term benefits.

Local Government Form

Since it is a non-dictatorship county, alongside a qualified team, I will ensure that long term goals regarding law enforcement, emergency aid, education plans, financial institutions, and plans for community development are in place. Planning is the core of starting something new in accompaniment with performance measurements; therefore, my government form will be a township.

Having several township divisions ensures a smooth governing process because of their small sizes. The earnings got from a township are honest and straightforward, resulting in slow but steady development, hence limited room for corruption. It is also relatively cheap for new business entrants to start something to help them make a living. The primary revenue source for townships is property taxes. It would also mean that learning institutions will also be under the government. And the best part, the county would enjoy free-market trade, that is, township activities will have minimal county government interference.

System of Management

I believe in a government for and by the community. The community must have the largest say where they belong; therefore, the townships will be run by a series of meetings, and seated in those meetings will be a council of elected locals. With the overall type of government at the county level, it would only be fit for it to be under a suitable Governor. His role will be the implementations of the set plans and oversee proposals by his subordinates.

The Township will be divided into eight subdivisions, including Eastern, Western, Central, Southern, Coastal, Rift, and North-Eastern Townships. These eight will select four representatives, each following the gender parity rule. The eight will then be grouped into four larger districts with also a selection of two representatives from each district to a total of eight. Each district will have a District Commissioner (DC) who will be in direct contact with the Island’s Governor. The number one priority for these departments will be maintaining public health, infrastructure, and quality assurance.

Instating Leadership Positions

There would be an election into the office to instate the Island’s officials. No foreigner with no knowledge of what goes on in the Island will be allowed to vote. Voting will be a civil right and a citizen’s responsibility for the prevention of bias and ensure each individual has his or her voice heard by selecting the most suitable candidate. The governor and the DCs are exempted from impeachment, but the others can be voted out if they do not fulfill their responsibilities.

A governor will be eligible to sit in the office for five years without a possibility of re-election. The DCs will only have a seat in the government for three years while the Council of locals will be in have a two-year lasting term. These are the public and the government’s go-betweens and present concerns from local citizens from their townships, districts, and county.

Law Enforcement and Judicial System

Having law enforcement is a defining piece of the government system. For the purpose of law enforcement and also the system of the judiciary, I would implement a Sherriff Principal. This individual will have several sheriff courts in which the Sherriff principle will be responsible for presiding over inquiries and, at the same time, anything that jeopardizes the public’s interest, including security.

Criminal Offender Rehabilitation System

Schooling plus Time

Most criminal cases result from limited education opportunities and hence unemployment. Therefore, criminal offenders, regardless of the crime, will have to complete certain educational requirements before release. This would help them in the transition back to society.

Labor Camps

For individuals who engaged in more serious crimes such as murder and robbery with violence will be admitted into labor camps in conjunction with education. The reason for labor camps is to lessen taxes paid and sustain his life during incarceration. All inmates are expected to work, and the revenues will be employed in other economic needy sectors.

Agriculture-based Incarceration Institutions

To foster a sense of community, the inmates will develop a sense of belonging by working together to grow their food and generally prepare their meals and do laundry. They will receive supplies starting from uniforms to toiletries, medical attention, and farm supplies catered by the same revenue produced.

Release Programs

A portion of the money will be offered to the released. Having a sense of financial security will reduce cases of turning back to crime. With money and education, more will be motivated to behave and be released to be better societal players.
