The article was written by George F. Will, a Pulitzer prize-winning columnist born in 1941 in Champaign, Illinois.

Looking at the background on children who are born to non-U.S citizens, research has it that around ten percent of all births in the recent past are from mothers who are not legal citizens of the United States.   Illegal immigrants in the U.S make up just four percent of the country’s population, yet they contribute to the production of eight percent of the country’s babies. Most of these undocumented immigrants come from Mexico, El Salvador, Guatemala, Honduras, Philippines, India and South Korea with California having the largest population of the immigrants.

A decline in the immigrant’s population was observed between the year 2009 and 2007.  An estimate of 11.1 million immigrants lived in the United States in the year 2009, contrary to the 2007 population, which had 12 million. Research attributes this fall in population to have been brought by a weak economy in the country as well as to the strict enforcement that was made in the nation’s borders.

The act of birthright citizenship can be stopped through measures such as rectifying the interpretation of the Amendment’s first sentence that allows people born or naturalized in the U.S to be citizens, thus are subject to jurisdiction. It is this law that has led to the rise of many children born in the U.S by illegal immigrants. The law should be analyzed carefully, and the 14th Amendment of the constitution applied. Concerning international law, any person who is born in the U.S to a foreign diplomat is not subject to the jurisdiction of the United States. The law was applied in children born by the Indian Parents in 1884 because the children could not change their status by their own will without the permission of the U.S..
