Summary of the situation.
The case between the City’s chairman and Ada, the director of the building department of the City lies under the “Public safety and public welfare” cases. As the director, Ada raises her concerns to the chairman about the course of their inefficiency in performance. She cites lack of enough staff as the reason behind them not being able to perform their tasks effectively. Despite the budget constraints of the City, the chairman accepts her plea and promises to hire qualified staff to carry out the inspections. Though this comes with a condition, set for the director, making it a give and take kind of deal. Consequently, the new and strict building code equally makes it hard for the inspectors to do a good job.
Discussion of the ethical dilemma
Ada, the director of the building department, needed more qualified individuals employed. The new building codes are set to be followed with immediate effect and apply to all structures. Ada, therefore, finds herself in a dilemma between getting more staff employed and compromising the application of the new codes on certain buildings or rejecting it and losing on her end.
Case Questions.
Ada should not concur with the chairman’s proposal. This is because, according to the code of ethics on National Society of Professional Engineers (NSPE), part I, about the fundamental canons, states that Engineers, in fulfilment of their professional duties, shall avoid deceptive acts. The other part states that they shall conduct themselves responsibly, honourably, ethically and lawfully to enhance the honour, reputation, and usefulness of the profession. Part III, 5(b) of the professional obligations burrs engineers from accepting any favours directly or indirectly, and just being responsible with their work.
