The council has significant roles, and responsibilities are primarily advisory and are predicated through exchanges with members with the primary goal of counseling the President regarding issues about Homeland Security. The third example of successful collaboration efforts is the information technology corporation, which lies in the framework of the Defense Information System Agency (DISA) (Jung and Song, 2015).

There is no established evident method following the record of successful collaboration efforts between organizations. Nevertheless, it is plausible to identify a series of criteria that reinforce the probability of successful collaboration. Some of the forms of innovations and ingenuity that help primarily in the facilitation of collaborative efforts include respect and like-mindedness, personal along with informal relationships, regular and open communication, and a joint vision of the desired goal of the collaborated research activity. Adaptability and flexibility are also of great traits for successful collaboration along with the supportive political and social climate. According to another researcher like Gray, specific unique approaches are essential to be taken into consideration for the achievement of successful collaboration.
