Organized crimes are illegal activities carried out through criminal conspiracies. Due to the threats that these organized crimes pose to businesses and the general public, then there is a need to combat them through the commissioning of various police department organizations. Some of the departmental organizations in the virtual police unit are the chief of police, special operations division, division of support services, investigations divisions, patrols, and civilian staff.
The highest-ranking officer in the police department is the chief of police (COP). The responsibility mandated to the COP is being the general manager of all activities or operations of the police department. Other responsibilities include planning, directing, and coordination of activities of the departments that are under him. The COP proposes and amends legislation that is directly involved with law enforcement. The COP was chosen because he or she has to oversee or coordinate the law enforcement activities of other virtual police departments that will be under him. Through the directives of the COP, all the units under him will be well coordinate to ensure that each department performs its duties as mandated. Besides, the COP will provide any required resources during the operation, be they monetary or weaponry. The COP will also deal with any incidents that may come up during the operation and will implement alternative strategies. Due to his or her seniority, the COP will act as a link between other law enforcement stakeholders and the police department.
The support services provide support to the uniformed personnel, especially when in the field. They are in charge of the processing of reports and records and following up on investigations by the detectives and investigation officers. The support division is essential in this task force because they work hand in hand in the confines of the police department. Their roles include the investigations and administrative functions. The administrative service is headed by a lieutenant who oversees the training of civilian and uniformed officers, heads media relations, records processing, and the emergency services operations. For the investigation roles, the support divisions follow up investigations of criminal cases that range from burglaries, murder, identity theft, and vandalism. As such, the unit was chosen because they will verse the criminal cases that have preserved in the town’s jurisdiction, which can be termed as theft or vandalism. The patrol department forms the link and the focal point between the community and the task force. The main aim of having the patrol department in this task force is integration with the community, collection of evidence in the streets as well as monitoring the streets which is crucial in obtaining information that is necessary for dismantling of the criminal gangs. The unit comprises of a patrol commander, sergeant, and the patrolling officers. By gathering information from the public, the patrol unit acts as a form of the intelligence unit. The information obtained is then used against the synthetization of the gangs if apprehended. Besides, the unit works closely with informers to establish the information of individuals who are considered to be close allies of the gangs in a bid to flush out the criminal gangs. At some point, if need be, they can use aggression, especially on targeted spots believed to be criminal’s hideouts.
The investigations department is in charge of protecting the community from the criminal organization, violent criminals, and acts of arsons. The investigations division will be an essential department in the task force as it is given the mandate to oversee the protection of the community from criminal activities. Its administrative roles include conducting criminal activities that affect the operations of the virtual department objectively and independently, assisting the police department in detecting fraudulent activities in the community, and providing criminal justice services leadership in all police operations or enforcements. The role that this department will carry out is ensuring that the operations of the task force are carried out in an independent manner free from any interruption from individuals or other government and non-governmental bodies.
Special operations division offers operational and investigative support in a virtual police department. The department is managed by a captain who oversees the various special units of a police department. The department administrative roles include overseeing the special units of a police unit like the special response unit, reserve unit, and the emergency department in the police unit. The special operations department will be essential in this task force as it will oversee some of the special operations during this criminal operation, such as the police emergency unit. The department’s quick response to swift crimes like the one that is being operated in various towns will be essential in the task force.
The civilian staff is a non-sworn position in the law enforcement agency responsible for various duties within the police department. Some of their administrative roles include forensic investigations, being advocates of crime victims, and being in charge of public information. The civilian staff will be an integral part of the task force due to their ability to investigate crime scenes using their forensic knowledge. It is difficult to obtain information and evidence from some crime scenes. As such, the forensic ability to obtain hard to get information will be crucial in getting the leads of criminal information such as using the fabrics, body analytics, and much more.
Some of the units that are not chosen for this task force are the animal control unit, the aviation unit, cybercrime units, and the school resource officers.
The animal control unit is an entity responsible for any response regarding animal help, whether wild or domestic. Their administrative roles include the prevention of any form of animal cruelty, impounding and capturing stray or dangerous animals, provision of humane care to animals that are under their care, and rescuing any trapped animals. The animal control unit will not be needed in this taskforce since the criminal case involves people rather than animals.
The aviation unit is one charged with supporting the law enforcement agency with aviation needs. Their administrative roles are such as search and rescue missions, transporting of high-risk prisoners, and offering of a dignitary and presidential aviation security. The aviation unit will not be needed in this taskforce since the nature of the crime does not accord any high –ranking criminals, and the task force does not require a search and rescue mission.
The cybercrime unit is mandated to oversee the safety of network, data, and computer usage. The unit’s administrative duties include investigations comprising of account hijacking, data state compromises, social networking and intrusions of email accounts, unlawful access to data, and online data theft. This unit will be left out during the task force operations since there is no cyber-crime case to deal with.
The school resource officers are police officers who work in schools to ensure that learning institutions have a safe learning environment. The administrative duties for the SROs are the main security force in a learning institution, act as mediation in case there is a dispute in the school, conducting personal and property searches in the school, and detention and arrests in case a student or a teacher breaks the law. The SROs will not be needed in the task force because the crime incidents have not happened within any learning institution.
Two non-departmental units that will be used during the task force include the legal adviser and the local judicial office court.
Legal adviser
The legal advising department deals with legal issues and advising individuals with matters of domestic and international legal affairs. Their administrative roles include implementing and formulation of foreign policies in the country, development, and adherence of international law, responding to humanitarian crises, and preventing the abuse of human rights. The legal adviser will be needed in the taskforce because various police departments will need guidance on how to run the task in a legal way as per the laws governing the country
Local judicial office court
The department is one that is encompassed with the administering of criminal punishment to any suspect who has been charged and found guilty of criminal activities. The administrative roles of the local judicial court are the investigation of suspected criminals, referral of investigations results to federal prosecutors, and detainment of suspected criminals temporarily. The local judicial court has to be in the taskforce since once the apprehended suspected individuals are arrested, then the LJO will resume the duty of charging the suspected criminals in a court of law.
