Community-based programs focus on the growing problems of recidivism. This is contributed by the rising population of offenders in the United States. Prisoners in the United States increases in higher number compared to other countries in the world. The United States has the highest rate of recidivism .this tendency is referred to as continued criminal behavior after receiving a sanction. This research tries to highlight the importance of literature that has resulted in an overview in recidivism, ex-offenders and crime. This has raised concern as to why laws and current policies are not supporting this situation rather than hindering it. The learning has its own quality in nature, since it derived from interviewing the employees who are presently in the ex-offenders premises currently.

In the United States, which has the highest prisoners rate increase in the world, as compared, still are not well prepared to hold over two million people. As well researched, 90% of the people jailed are released back to their community after a short time. His people are released back with different qualification acquired from the prisons, which means their well prepared to b their own. These have proved a good practice in rehabilitation programs and plan to assist offenders in being productive in their communities. The three categories of community-based programs are; probation detention program, prisons and boot camp programs boot camp program, serves both probation violators who may e sentenced to jail and graduates of the country boot camp program. This program gives an example of the institution reaching to a community program to arrange for transitional services. Prisons house offenders are those sentenced for a duration starting from one year. It was provided because the offenders will last there for a period, so they need extended treatment. Boot camp program as the third one is mainly for discipline maintenance in the camp. This is offered to the military only.

There are some factors used to determine the effectiveness of community-based programs. This was maybe done through understanding the roles evaluation plays and improvement, understanding the investor’s input and involvement in your evaluation design, and complete a logic model for your program.
