Imagine a sheep operating a sewing machine and making clothes! That is very funny. Even though the meaning of the sentence is that wool from three sheep is enough for the manufacture of one sweeter, it has been written humorously. This humor makes an emotional appeal because it gives rise pathos, which is a rhetorical strategy. Emotionally, sheep have to lose their lives so that people can wear sweeter. This pathos creates negative emotion. It is effective because it will make us change our notion and perception towards the sheep.
