The first measure is the care process, which is the approach that most organizations use to deliver the best services to the patients. The care process comprises four subdomains, namely safe care, coordinated care, preventive care and engagement, and patients’ preferences. Safe care focuses on the safety necessary to be employed in medication, such as a doctor’s prescription. Coordinated care reviews the appropriate means of sharing information among primary care and hospitals. The preventive care includes measures employed by health professionals such as vaccinations and counseling. Engagement and patient preferences determine doctors and other health professionals, the kind of services they deliver to their patients.

The second dimension is accessed, which comprises of timeliness and affordability. Affordability measure focuses on patient’s reports on the failure to obtain medical services due to insurance deficits or challenges in paying hospital bills. Timeliness addresses how fast patients can access information and make appointments. Administrative efficiency is another dimension that assesses the barriers to medical services such as availability of regular doctors, insurance plans, and government agencies programs.
