Introduction

Transportation systems have advanced technologies that are imperative in the management college transport of the students, and this is the aim of the Kern Community College District in procuring an excellent transport service company. The transport management system used by the company that will be purchased will determine the effectiveness and efficiency of the company, and this will be a crucial determinant of the success of the project. Many parents in the district have been demanding and insisting the collage management to get for their children. The Peace of mind of the parents, gained through the trust on the transportation company and the systems used by the company is imperative. The company will also have the responsibility of collecting data on bus routes and stops, transport attendance, transport expenses, among others, to enable the authorities and parents to make informed decisions in the future.

Collage transportation and school busing has become one of the most imperative segments of the American educational systems. The transportation system is subject to the rules that one can find in a classroom, and this includes the dictates of the American with Disabilities Act (ADA) of 1990 and many other laws and the rules that govern the needs of the special needs students. This is a huge business, and Kern Community College District, among other districts, need to regulate and determine how it is operated to ensure it follows all the required regulations and ensure the students’ safety. The number of students in the district has increased with time as depicted by the national figures, and a challenge of security, efficiency, and environmental impact has risen. It is time to change to new systems..

An estimate of10 billion rides to and fro schools and colleges are recorded annually within the United States, and in 1950, an average of 7 million children are transported in 115,000 school buses. Fifty years later, we can see 448,307 school buses transporting 22,675,116 children in a record of more than 7,788,427,941 miles to and from many public schools. However, in Kern Community College District, as we have noted, there is a need to have a change in the transportation system because of the challenges that the district is facing. Considering the figures given, still, some students make use of personal means which we have noted creates traffic congestion and lack of parking. This has to be addressed by the new system.

To achieve this, The Kern Community College District, on behalf of Bakersfield College, has invited the Transportation Service companies to submit a Proposal for Student Transportation Services, for its college student transportation needs. Kern Community College District will follow a well-stipulated plan from First-week Advertisement of RFP to the Anticipated Commencement Date, which will enable a successful transfer of services from the current supplier to the new supplier.

Goals and objectives

This program aims at achieving several critical and smart goals and objectives which include:

1. Getting 90% if not 100% of the students get to their collage and attend their own lectures in time. This means the students get to school in time and enable them to achieve their academic goals.
2. Ensure the safety of the students is 100% while on transit back and from college. This will be achieved by ensuring that the transport attendance assures the safety of the students by providing that the student is sited on transit and later submit the report to the respective authorities or the parents.
3. While using GPS tracking, the transportation company will give assurance to the parents through enabled tracking of the bus activities and location for the parents to know whereabouts of their children.
4. The transportation system will reduce the cost of transportation for the student by more than 30%, which will improve the level of the economy on Kern Community College District within a short period of time.
5. The system will enable 90% of the students to manage their time effectively, which will, in turn, reduce the high levels of uncertainty, insecurity, and mistrust.
6. The transportation company will have to have a communication system for both the parents and the authorities to ensure it communicates every time in real-time and in times of need.
7. Another important goal is getting upgraded eco-friendliness, which is achieved through the use of a GPS to help en route. The use of GPS enabled the driver to know and make use of shorter ways, which saves on time and transportation.

Having a sound collage transportation system in the only safest and more convenient way of enabling students to achieve their academic goals. Despite the availability of public busses, trucks, trains, and personal vehicles, collage busses have been designed and manufactured specifically for the safety and the protection of the students, and this is the main reason the focus is on a company which will avail system and buses that are well developed.
