Public Administration- Housing Availability and Affordability
Housing is one of the key primary necessities for daily human survival. India has consistently maintained its population growing rapidly and this accord it to be ranked the second-largest country in the globe as far as its human population is concerned (Sivam, 2003). However, it’s a developing country characterized by a major challenge of providing adequate as well as affordable housing. Therefore, this study seeks to critically analyze the aspect of housing availability as well as its affordability in Delhi, India.
According to the article, Housing Supply in Delhi by Alpana Sivam, it negates the proposition of the availability and affordability of housing in Delhi, India. Delhi is majorly characterized by three forms of housing development which are; organic, formal and informal housing structures. Citizens in Delhi are divided into three distinct groups; low, medium and upper classes. Medium and upper-class individuals dwell informal housing structures while the lower class cohorts reside in informal and inorganic structures due to their financial inability to gather for the rent of formal houses (Sivam, 2003).
The public administration in charge of housing planning has an acute deficiency in proper planning of the housing construction. This coupled up with a lack of project management, has resulted in most of the informal houses being set up in the larger part of Delhi. Finance departments for housing do not offer financial support in the form of loans to the individuals residing in informal sectors to construct formal houses (Sivam, 2003). This is majorly due to the inefficiency of the underlying approaches adopted by the public administration department in charge of urban planning and housing distribution.
Therefore, alternative approaches for urban planning and housing delivery have to be adopted by the corresponding state’s department to eradicate informal and organic housing structures. The approach adopted by urban planning authorities should be based on the combination of availability and affordability of decent housing. This vital approach will aid greatly in eliminating the element of inequality along the lines of housing structures among the citizens. Housing inequalities among the citizens normally initiate social segregation and thus affecting negatively the economic, social and political progress of the state in question. The provision of equality as far as housing is concerned will boost the social interactions among the citizens of Delhi.
