Primary care providers initiate access to health care services by providing referrals to specialists and diagnostic testing facilities (Naidoo et al 2000). The Canadian Institutes of Health Research commissioned studies that illustrate the challenges of establishing maximum acceptable waiting times. There have been six dimensions of quality built, all of which are intended to work together to improve the quality of health care delivery. For example, if the referral process was always appropriate, and only those individuals referred to specialists had attempted all other options, wait for lists for a consultation with a specialist would decrease significantly. An improvement in appropriate referrals would improve accessibility for instance (Naidoo et al 2000).  The Western Canadian Wait List Project established and implemented prioritizing tools in clinical areas where they are high. It is currently using these tools for use in primary health care and developing maximum acceptable wait times for key procedures.

There is opportunity to introduce innovative modifications to the health care delivery system that generates value for Canadians (Coburn et al 2003). Advancing comprehensive and multi-level change in a sensitive area such as medical care is focusing on promoting health and disease prevention in Canada. Health promotion initiatives are influencing the culture of the school food environment at both federal and provincial levels. Federal-level priorities include initiatives aimed at reducing population-level rates of overweight and obesity and related risk factors. Federal and provincial priorities call for an examination of local-level factors influencing the conditions which shape the health of individuals (Naidoo et al 2000). Adopting a multisector approach was a key federal-level priority .Relevant key stakeholders included parents and families; students, federal, provincial, and municipal governments; nonprofit organizations; and private sectors. In Prince Edward Island, this is guided by a formal partnership agreement.

Partnership approach is a key component of a healthy school nutrition environment. Key stakeholders are students, teachers, public health officers, and vendors to determine the best ways to promote healthier choices in the school environment.(Robert et al 2012) They leverage much-needed resources to support school nutrition initiatives and policy guidelines. Improving marketing to children was supported at both the federal and provincial levels. The need for school-based nutrition policy and programming is evident based on increasing obesity and its links to chronic disease, issues of nutritional problems, children and youth spend much of their waking time in the school setting.

(Israel et al 2008)In particular, overweight and obese youth are at greater risk for several chronic diseases and comorbidities: type II diabetes, impaired glucose tolerance, cardiovascular disease, and the metabolic, syndrome In addition, overweight and obesity can also have psychosocial implications .Federal Health promotion framework, Multisector approach to policy implementation, Marketing to children, Provincial Health promotion structure, Partnership approach to policy implementation can be used to change people life.
